Al-Ahli Saudi FC is practically the only beneficiary of the Prince Mohammed bin Salman Cup crisis stemming from the suspension of contracts for all foreign players currently in Russia and Ukraine. Al-Ahli only has six foreign players and is looking to sign a seventh in the winter transfer window, but time has not allowed due to the scarcity of high-caliber professionals in that region. FIFA's move comes in light of the current circumstances in these countries and aims to give these stars the freedom to determine their own future.
Ahmed Al-Amir, an advisor in international sports law, anti-doping, and professional football management, confirmed to Okaz newspaper that FIFA's current system of suspending contracts for foreign players in Russia and Ukraine means that any team in the world can negotiate directly with any foreign player playing there without needing to consult their original club. Therefore, if Al-Ahli has its sights set on a player in the Russian or Ukrainian league, they can register him legally and negotiate directly with any foreign player playing there without needing to consult their original club. Al-Amir added that following the escalation of the Russian invasion of Ukraine, which led to a continuing and distressing humanitarian crisis, the FIFA Council Bureau, in coordination with UEFA and after consulting with various stakeholders, decided to amend the Regulations on the Status and Temporary Transfer of Players (RSTP) to provide legal certainty and clarity on several matters. These principles were set forth in a temporary annex to the RSTP (Annex 7) entitled "Temporary Rules Addressing the Exceptional Situation Caused by the War in Ukraine." In order to provide an opportunity for players and coaches to work and receive a salary, and to protect Ukrainian clubs, unless the parties to the contract concerned expressly agree otherwise, all employment contracts of foreign players and coaches with clubs affiliated with the Football Union of Ukraine (UAF) will be automatically suspended until the end of the season in Ukraine (June 30, 2022), without the need for any action to be taken by the parties in this regard. In order to facilitate the departure of foreign players and coaches from Russia in the event that clubs affiliated with the Football Union of Russia (FUR) do not reach a mutual agreement with their foreign players and coaches before or on March 10, 2022, and unless otherwise agreed in writing, foreign players and coaches will have the right to unilaterally suspend their employment contracts with the relevant UEFA-affiliated clubs until the end of the season in Russia (June 30, 2022). He added that the suspension of contracts, as outlined above, means that players and coaches will be considered "out of contract" until June 30, 2022, and will therefore be free to sign a contract with another club without facing any repercussions. Furthermore, to provide flexibility for players registered with the UAF or FUR who have left or may intend to leave Ukraine or Russia as a result of the war in Ukraine, previously registered foreign players are permitted to register with the UAF or FUR even if the registration period has closed with the club with which they have signed a new contract. For this exception to be applicable and to protect the integrity of the competitions, registration with the new club must take place before or on April 7, 2022. To further safeguard the integrity of the competitions, clubs are permitted to register a maximum number of players who have benefited from this exception. Regarding the protection of minors, the Prince noted that minors fleeing Ukraine to other countries due to the armed conflict will be deemed to meet the requirements of Article 19, Paragraph 2(d) of the RSTP, which exempts refugee minors from the FIFA rule prohibiting the international transfer of players under the age of 18. FIFA would like to reiterate its condemnation of Russia’s continued use of force in Ukraine and calls for an immediate cessation of hostilities and a return to peace.
