Minister of Environment, Water and Agriculture, Engineer Abdulrahman Al-Fadhli, affirmed the Ministry’s continued efforts to ensure the sustainability of water resources in the Kingdom by maximizing the benefits of the return of water flow in some springs and aflaj (traditional irrigation channels) in a number of locations in various cities and regions of the Kingdom. This contributes to supporting its efforts to achieve water security and enhance rural and agricultural development. He pointed out the importance of concerted efforts between the Ministry, relevant authorities, and the local community to manage the springs and aflaj, work on their rehabilitation, establish the foundations for their regulation and governance, and maximize their benefit.
This came during a specialized workshop organized by the Ministry in Riyadh, entitled: “Water Springs in the Kingdom: Their Status, Legislation, and Sustainability,” which included dialogue sessions and important panel discussions, in which a number of local and regional experts and academics specializing in the field of water and water resources participated.
The workshop aims to explore ways to maximize the benefits of the return of spring and irrigation channel water to achieve rural and agricultural development, and to learn about the best global and regional practices for managing and governing them, in addition to discussing mechanisms for rehabilitating, organizing and governing springs and irrigation channels.
For his part, the Undersecretary of the Ministry for Water, Dr. Abdulaziz Al-Shaibani, explained that the increase in rainfall in the Kingdom and the rise in water levels in the sedimentary layer caused the return of the flow of some springs. Several other factors also contributed to their flow, including the presence of recharge wells in the lakes of some dams, and the continuous removal and cleaning of silt from them, in addition to the cessation of a large number of groundwater wells located on the aquifer feeding the springs in the upper reaches of the valleys, due to the migration of farmers during the drought period, in addition to the removal of embankments and barriers from the valley courses. He noted the need to maximize the benefit from the spring water by having farms near them, cleaning and maintaining the channels that transport spring water to the distribution ponds, in addition to utilizing the surplus water in afforestation projects, within the Saudi Green Initiative.
He explained that the water springs in the Kingdom are divided, in terms of geological classification, into six types; three of which are found in the Arabian Shield, and the same number in the sedimentary shelf.
He explained that the total number of springs is estimated at more than 700, most of which have dried up due to the lack of rain and excessive rainfall, in addition to the continued digging of wells near the waterways that feed the springs, which causes the valleys to be deprived of water supply. He pointed out that the ministry is about to conduct a comprehensive study to count the number of springs and monitor their geological and hydrological characteristics.
Integrating traditional and modern irrigation systems
The CEO of the General Irrigation Corporation, Engineer Mohammed Zaid Abu Haid, pointed out that the corporation plays a pivotal role in maintaining and sustaining springs and aflaj (traditional irrigation systems), in addition to working on integrating traditional irrigation systems with modern irrigation technologies to increase the efficiency of water use, conserve water, and improve its quality. This is achieved through addressing and regularly monitoring pollution sources and developing water storage solutions, such as building reservoirs and collection basins, to ensure water availability during periods of drought. He called for strengthening cooperation with partners and the local community in water management and protection through centers of expertise and research to rehabilitate springs and aflaj, ensure their sustainable flow, and maximize their utilization. It is worth noting that the workshop included three main dialogue sessions, with the participation of a number of local and regional experts, academics, and specialists in the field of water and water resources. The first session addressed the status of springs and aflaj in various regions of the Kingdom. The second session reviewed local customs and systems for managing springs and irrigation channels, and the third session was dedicated to reviewing regional experiences in managing springs and irrigation channels. The sessions addressed the experiences of the Sultanate of Oman, the Kingdom of Morocco, and the United Arab Emirates to benefit from the transfer and exchange of diverse experiences and practices. The sessions concluded with a panel discussion that addressed the challenges of sustainability and management of springs and irrigation channels in the Kingdom.
