Uncertainty surrounds the negotiations... and Trump reveals his intentions regarding Iran's nuclear program

For the first time since the start of talks between America and Iran, US President Donald Trump clearly outlined his position regarding the Iranian nuclear issue. While the date of the fourth round of negotiations remains unclear, Trump confirmed yesterday that he wants to "achieve a complete dismantling of Iran's nuclear program.".

Trump's announcement came after Republican senators, evangelical leaders, and others had called on the president in recent days to clarify his position on Iran's nuclear program, according to the American website Axios.

In an interview with NBC News' "Meet the Press," Trump said, "A total dismantling. Yes, that's all I'll accept.".

Regarding the US president's policy towards the Iranian nuclear program, State Department spokeswoman Tammy Bruce reiterated on Monday, in an interview with Fox News, that Trump does not want Iran to possess a bomb or nuclear weapon.

However, she pointed out at the same time that he would like to hear new ideas on dealing with Tehran, and that he seeks to make the agreement permanent.

She argued that the Iranian authorities would eventually have to deal with Trump's position, which aimed to dismantle their nuclear program.

In addition, she noted that the US president had succeeded in convincing the Iranian side to sit at the negotiating table, and wanted diplomacy to succeed in reaching a solution instead of confrontation.

She clarified that Trump has not ruled out any option in dealing with Iran or any other country, noting that US Secretary of State Marco Rubio had previously indicated in an interview with Fox News last Thursday, May 1, that Tehran must "abandon uranium enrichment, cease developing long-range missiles, and stop supporting terrorist groups and regional militias." He added at the time that "his country insists on allowing US participation in inspections of all nuclear facilities, including military sites," thus outlining the conditions or objectives of the negotiations that began on April 12.

For his part, Iranian Foreign Minister Abbas Araqchi said in a post on “X” that “Iran has every right to possess the complete nuclear fuel cycle,” noting that Tehran has long been a signatory to the Nuclear Non-Proliferation Treaty.

He added, "There are many member states of the Nuclear Non-Proliferation Treaty that enrich uranium while completely rejecting nuclear weapons.".

Under the Nuclear Non-Proliferation Treaty, signatory states are obligated to declare their nuclear stockpiles and place them under the supervision of the International Atomic Energy Agency.

The United States and other Western countries accuse Iran of seeking to acquire nuclear weapons, which Tehran denies, insisting that its nuclear program is for civilian purposes only.

Iran and the United States have been holding talks on Tehran's nuclear program since April 12.

These talks represent the highest level of contact regarding Iran's nuclear program since Donald Trump, during his first presidential term in 2018, withdrew the United States from the agreement that major powers had made with Iran.

The Omani mediator said earlier this week that the fourth round of talks, initially scheduled for Saturday, had been postponed, citing "logistical reasons".

In an interview Thursday with Fox News, U.S. Secretary of State Marco Rubio called on Iran to "stay away" from enrichment, saying that "the only countries in the world that enrich uranium are those that have nuclear weapons.".

Iran is currently enriching uranium to a level of up to 60 percent, which is much higher than the 3.67 percent limit set out in the agreement, but still below the 90 percent threshold necessary for military use, while the stockpiles are a source of concern for major Western powers.

French Foreign Minister Jean-Noël Barrot said on Monday that Iran was "on the verge of acquiring nuclear weapons," while Araqchi had previously stated that Iran's right to enrich uranium was "non-negotiable.".

For his part, the head of the International Atomic Energy Agency, Rafael Grossi, said on Wednesday that the enriched material "could be easily dissolved" or "shipped out" of Iran.

Last month, Iranian government spokeswoman Fatemeh Mohajerani confirmed that the transfer of enriched materials was a "red line," while Rubio said that Iran must allow inspections of its nuclear facilities, including by American experts.

US-Iranian talks in Geneva under Omani auspices

Swiss authorities officially announced on Saturday that Geneva will host a new and crucial round of negotiations between the United States and the Islamic Republic of Iran, scheduled for next week. This significant diplomatic step is being hosted and organized by the Sultanate of Oman, which continues its pivotal role in bridging the gap between the two sides, following up on the first round hosted by Muscat earlier this month.

In a statement reflecting Switzerland's longstanding commitment to neutrality, a spokesperson for the Swiss Foreign Ministry confirmed that the country welcomes and fully supports these talks, emphasizing that Switzerland stands ready at any time to exert every diplomatic and logistical effort to facilitate constructive dialogue between Washington and Tehran. The spokesperson clarified that the talks will be hosted by Oman on Swiss soil, reflecting the high level of coordination among international mediators to ensure a conducive negotiating environment.

The Omani and Swiss roles: Mediation diplomacy

These talks are of particular importance given the parties involved in facilitating them. On the one hand, the Sultanate of Oman plays a historic role as a trusted "post office" and impartial mediator between the West and Iran, where quiet Omani diplomacy has previously succeeded in defusing numerous crises and paving the way for major agreements, including the 2015 nuclear deal. Moving the talks to Geneva, hosted by Oman, underscores Muscat's continued leadership in regional de-escalation efforts.

On the other hand, Switzerland has a long history of representing US interests in Iran since the two countries severed diplomatic relations in 1980. Geneva is a global center for multilateral diplomacy, lending an air of seriousness and impartiality to this round of negotiations. Combining Omani expertise in mediation with Switzerland's neutral umbrella provides a solid foundation for attempting to break the deadlock on the outstanding issues.

The context of tensions and the importance of dialogue

These talks come at a sensitive time, as the Middle East and the world face complex geopolitical challenges. While the precise agenda has not been disclosed, observers anticipate that the discussions will address thorny issues related to de-escalation in the region, the fate of economic sanctions, and the long-standing nuclear issue, which has been a major point of contention. The resumption of dialogue, even indirectly or through intermediaries, is a positive sign of both sides' desire to avoid open confrontation and to seek diplomatic solutions to the accumulated crises.
