The Crown Prince then briefed the Cabinet on the contents of the message sent by the Custodian of the Two Holy Mosques to the President of the United Mexican States, relating to relations between the two countries and ways to strengthen them in various fields.
The Cabinet decided to transfer the authority to license individuals to practice management consulting from the Ministry of Commerce to the Ministry of Human Resources and Social Development, making it part of the freelance work documentation. The Ministry of Commerce will continue to issue these licenses for a period of six months.
The Cabinet approved amending Article (9) of the Saudi Building Code Implementation System by adding the following phrase to it: “The occupancy certificate is a basic condition for the full release of the electrical current.”.
Strategic goals for child protection and women's empowerment
Minister of Information Salman Al-Dossari explained in his statement to the Saudi Press Agency following the session that the members of the Council of Ministers appreciated the patronage of the Custodian of the Two Holy Mosques for the (fourth) edition of the International Cybersecurity Forum, and what was included in the welcoming speech of the Crown Prince, which embodied the Kingdom’s interest in consolidating joint international work for every effort that serves development and prosperity for all countries of the world.
In this context, the Council members praised the strategic objectives of the Crown Prince’s two global initiatives concerning child protection in cyberspace and women’s empowerment in cybersecurity, which come within the Kingdom’s emphasis on investing in human beings in all fields, including this vital sector, as it is a fundamental component for the growth of economies, the development of societies, and the security and stability of countries.
Standing with the Palestinian and Lebanese people
The Cabinet then followed up on the developments and course of events in the region and the world, and the regional and international efforts made regarding them, stressing what was stated in the statement issued by the extraordinary ministerial meeting of the Arab Gulf States, which emphasized standing with the brotherly Palestinian and Lebanese peoples, and demanding that the international community assume its responsibilities to maintain security and stability in the region and implement the resolutions of international legitimacy.
The Council expressed its welcome for the outcomes of the ministerial meeting of the Global Coalition to Defeat ISIS, and its aspiration to continue coordination among international partners to eliminate this organization and other terrorist organizations, reiterating in this context the Kingdom’s position rejecting extremism, terrorism and its financing in all its forms and manifestations.
He explained that the Cabinet discussed the Kingdom’s contributions to formulating appropriate policies and solutions to global economic challenges, and its emphasis on investing in the sustainability and strengthening of the multilateral trading system to support economic growth and human development, and to reduce economic risks.
Balancing the economy, energy security, and climate
The Council reiterated what the Kingdom expressed during its participation in the G20 meetings: the importance of balancing economic growth, energy security, and efforts to address climate change, and its ambition to be a role model in using circular carbon economy technologies and a global leader in producing and exporting clean energy.
The Cabinet considered the Kingdom’s winning bid to host the annual conference of the International Association of Prosecutors for 2026 as confirmation of its leading position and active global presence, and its pivotal role in promoting justice and consolidating the principle of international judicial communication.

The Council reviewed the topics on its agenda, including topics that the Shura Council had participated in studying. It also reviewed the conclusions reached by the Council of Political and Security Affairs, the Council of Economic Affairs and Development, the General Committee of the Council of Ministers, and the Council of Ministers’ Experts Committee regarding these topics. The Council concluded the following:
- Authorizing the Chairman of the Board of Directors of the Saudi Authority for Data and Artificial Intelligence - or his representative - to discuss with the International Bank for Reconstruction and Development and the International Development Association regarding a draft administrative agreement between the Kingdom of Saudi Arabia, represented by the Saudi Authority for Data and Artificial Intelligence, and the International Bank for Reconstruction and Development and the International Development Association, regarding the Multi-Donor Trust Fund for the Digital Development Partnership, and to sign it.
- Authorizing the Minister of Energy - or his representative - to discuss with the Zambian side the draft memorandum of understanding between the Government of the Kingdom of Saudi Arabia and the Government of the Republic of Zambia, for cooperation in the field of energy, and to sign it.
- Authorizing the Chairman of the Board of Directors of the King Abdulaziz Foundation - or his representative - to sign the draft memorandum of cooperation between the King Abdulaziz Foundation in the Kingdom of Saudi Arabia and the Siam Association in the Kingdom of Thailand.
- Approval to authorize the Minister of Foreign Affairs - or his representative - to discuss with the Slovenian side the draft general agreement for cooperation between the Government of the Kingdom of Saudi Arabia and the Government of the Republic of Slovenia, and to sign it.
- Authorizing the Minister of Commerce, Chairman of the Board of Directors of the Saudi Standards, Metrology and Quality Organization - or his representative - to discuss with the Malaysian side the draft memorandum of understanding between the Saudi Standards, Metrology and Quality Organization in the Kingdom of Saudi Arabia and the Standards Department in Malaysia, in the field of standardization, and to sign it.
- Authorizing the Minister of Trade, Chairman of the Board of Directors of the National Competitiveness Center - or his representative - to discuss with the Singaporean side the draft memorandum of understanding for cooperation between the National Competitiveness Center in the Kingdom of Saudi Arabia and the Ministry of Law in the Republic of Singapore, and to sign it.
- Approval of the agreement to organize the conference and executive assembly between the World Energy Council and the Ministry of Energy in the Kingdom of Saudi Arabia.
- Extending the work for a period of (one year) from the date of 2/2/1446 AH, as stated in paragraph (a) of clause (first) of Royal Decree No. (M/14) dated 2/2/1440 AH, which includes that (in the case of a labor lawsuit, it is necessary to submit to the Labor Office before filing it in front of the Labor Court to take the necessary measures to settle the dispute amicably).
The authority to license individuals to practice management consulting has been transferred from the Ministry of Commerce to the Ministry of Human Resources and Social Development, and will be included within the freelance work documentation. The Ministry of Commerce will continue to issue these licenses for a period of six months.
- Approval to amend Article (Nine) of the Saudi Building Code Implementation System by adding the following phrase to it: “The occupancy certificate is a basic condition for the full release of the electrical current.”.
- Approval of the final account of the Diriyah Gate Development Authority for a previous fiscal year.
