The Shura Council called on the Saudi Electricity Regulatory Authority to develop indicators to measure its achievements. In its 28th regular session of the first year of its ninth term, chaired by the Council's Vice President, Dr. Meshal bin Fahm Al-Sulami, the Council issued a resolution urging the Authority to establish regulations and bylaws related to district cooling activities to encourage local and foreign investment. The Council also called on the Center for Premium Residency to measure the impact of its Exceptional Talents Residency program (Researchers' Track) and to study the eligibility criteria and benefits granted to this category. Finally, the Council called on the National Center for Sustainable Agriculture Research and Development (Estidama) to coordinate with relevant entities to develop plans and programs to prevent the degradation of agricultural lands in the Kingdom.
Shurian; post-harvest monitoring, and agricultural insurance for small producers
In his intervention on the annual report of the Sustainable Rural Agricultural Development Program, Dr. Abdullah bin Omar Al-Najjar, a member of the Shura Council, called for working with relevant authorities to develop agricultural insurance policies for small producers in the agricultural sector and to take the initiative to activate them urgently.
The agricultural sector is considered a cornerstone of achieving sustainable development, contributing to enhanced food security, supporting the national economy, and maintaining ecological balance. It was noted that since the launch of the Sustainable Rural Agricultural Development Program (Reef Saudi Arabia), the program has been steadily progressing towards achieving the goals of the Kingdom's Vision 2030 by empowering rural communities, supporting small producers, and enhancing their capabilities to achieve sustainable economic growth. The development and support of agricultural insurance policies by the government to protect against losses resulting from natural disasters or market price fluctuations were also commended. Al-Najjar emphasized that marketing products effectively both domestically and internationally is one of the most significant challenges facing small farmers. He observed that the remarkable volatility in prices of local agricultural products, such as fruits and vegetables, across most regions of the Kingdom forces farmers to sell their produce at times of the year at prices far below cost, negatively impacting local farmers. The Rural Development Program called for an active role for regulatory bodies in organizing the market for local agricultural products, including vegetables and fruits, to ensure fair and appropriate marketing of agricultural products both domestically and internationally, and to achieve fair and rewarding financial returns. It also looked forward to encouraging and supporting the private sector to invest in agricultural activities by establishing marketing companies for local agricultural products, including vegetables and fruits, to enhance the capabilities of small agricultural producers and achieve the goals of the Kingdom’s Vision 2030 by contributing to food security.
Meanwhile, Dr. Aisha bint Ali Arishi, a member of the Shura Council, called on the Government Spending and Projects Efficiency Authority to coordinate with relevant authorities to establish binding mechanisms for entities to monitor projects after operation, and to use the latest devices that ensure spending efficiency and automatically stop when usage is delayed. She emphasized that one of the most prominent tasks of the Authority is (details of spending and operational practices), which requires stressing the importance of tightening control over operational practices in order to ensure the sustainability of projects at the sector level.
She explained that the Authority’s mission is to achieve efficiency in government spending and improve the quality of projects from planning to operation. In her comment on the Authority’s report, she said: “My inquiry is about what comes after operation, as it requires limiting practices that conflict with operational efficiency in government agencies, including, for example, leaving lighting and air conditioning in all facilities, including vacant ones, without regard to waste, and neglecting periodic maintenance of facilities and equipment until corrective maintenance is needed, which costs in some projects nearly half the operating cost.”.

Iraq denies firing from Kuwait and affirms border stability
The Iraqi Ministry of Interior officially denies reports of gunfire from the Kuwaiti side on the Basra border, confirms the stability of the security situation, and warns those spreading rumors of legal accountability.
The Iraqi Ministry of Interior, in an official statement issued this evening (Friday), categorically denied the validity of the news circulated by some social media platforms and media outlets, which claimed that gunfire had occurred from the Kuwaiti side towards one of the border points belonging to Basra Governorate in southern Iraq.
The ministry explained in its statement that this information is completely false, stressing that no security breach or incident of this kind has been recorded in the area of responsibility, and that the movement and security situation along the border strip between the two countries is proceeding in a very normal and stable manner, amid mutual security coordination to control the borders and prevent any violations.
The importance of stability on the Iraqi-Kuwaiti border
The Iraqi-Kuwaiti border holds immense strategic and security importance for both countries. Relations between Baghdad and Kuwait have witnessed remarkable development and a qualitative leap in recent years, overcoming the tensions of the 1990s. The stability of the border regions, particularly in Basra Governorate, Iraq's economic heartland, is a cornerstone of national security for both sides, in addition to serving as a vital corridor for trade and passenger traffic through official border crossings such as the Safwan-Abdali crossing.

The ministry also stressed that it will not tolerate any violation of the law, affirming its full legal right to pursue and hold accountable those who spread false news that affects civil peace, security and stability, and to take all necessary legal measures against them to ensure that such claims that harm the country’s higher interests are not repeated.
This swift and decisive denial comes to block any attempts to escalate the situation in the media, and to confirm the strength of the ongoing security coordination between the border guard forces in both countries to prevent any illegal activities, thus ensuring the continuation of calm and stability in this sensitive regional area.
