The members of the ministerial committee appointed by the extraordinary joint Arab and Islamic summit on developments in the Gaza Strip held a meeting today in the Egyptian capital, Cairo, with the High Representative of the European Union for Foreign Affairs and Security Policy and Vice-President of the European Commission, Ms. Kaya Kallas, in the presence of the Minister of Foreign Affairs of the Kingdom of Saudi Arabia, Prince Faisal bin Farhan, the Prime Minister and Minister of Foreign Affairs of the State of Qatar, Mohammed bin Abdulrahman Al Thani, the Prime Minister of Palestine and Minister of Foreign Affairs, Dr. Mohammed Mustafa, the Deputy Prime Minister and Minister of Foreign Affairs and Expatriates of the Hashemite Kingdom of Jordan, Ayman Safadi, the Minister of Foreign Affairs of the Kingdom of Bahrain, Dr. Abdullatif Al Zayani, the Minister of Foreign Affairs of the Arab Republic of Egypt, Dr. Badr Abdel-Aty, the Minister of Foreign Affairs of the Republic of Turkey, Hakan Fidan, the Minister of Foreign Affairs of the Republic of Indonesia, Sugyono, the Minister of State at the Ministry of Foreign Affairs of the United Arab Emirates, Khalifa Shaheen Al Marar, the Chargé d'Affaires of the Embassy of the Federal Republic of Nigeria in Cairo, Adiswe Samuto, the Secretary-General of the League of Arab States, Ahmed Aboul Gheit, and the Secretary-General of the Organization of Islamic Cooperation, Hussein Ibrahim Taha.
The following statement was issued after the meeting:
The Arab-Islamic Ministerial Committee met today, March 23, 2025, in Cairo with Ms. Kaya Kallas, High Representative of the European Union for Foreign Affairs and Security Policy.
The parties discussed recent developments in the occupied Palestinian territories and expressed their deep concern over the collapse of the ceasefire in Gaza and the resulting large number of civilian casualties from the recent air raids.
The parties condemned the resumption of hostilities and the targeting of civilians and civilian infrastructure, and called for an immediate return to the full implementation of the ceasefire agreement and the release of hostages and detainees, which came into effect on January 19, and which was sponsored by Egypt, Qatar and the United States. They stressed the need to move towards the second phase of the agreement with the aim of its full implementation, including the release of all hostages, a permanent end to hostilities and the complete withdrawal of Israeli forces from the Gaza Strip, in accordance with United Nations Security Council Resolution 2735.
They called on all parties to fully respect international humanitarian law and international law. They stressed that this includes ensuring the rapid, sustained, and unimpeded delivery of humanitarian aid to the Gaza Strip, and its widespread distribution throughout the territory. In this context, they demanded the lifting of all restrictions impeding humanitarian access, as well as the immediate restoration of all essential services in the Strip, including electricity supplies, including those for desalination plants.
The parties welcomed the Arab Recovery and Reconstruction Plan presented at the Cairo Summit on March 4, which was subsequently adopted by the Organization of Islamic Cooperation and welcomed by the European Council.

In this context, the parties affirmed that the aforementioned plan guarantees the Palestinian people’s continued presence on their land, and stressed their categorical rejection of any transfer or expulsion of the Palestinian people from their land, from Gaza and the West Bank, including East Jerusalem, and warned of the grave consequences that would result from such actions.
In this regard, the parties stressed the importance of supporting the early recovery and reconstruction conference in Gaza, scheduled to be held in Cairo with the participation of the concerned parties, and called on the international community to work to mobilize the resources that will be announced during the conference, in order to address the catastrophic situation in Gaza.
The parties stressed the importance of unifying the Gaza Strip with the West Bank under the umbrella of the Palestinian National Authority, supporting the Authority in assuming all its responsibilities in the Gaza Strip, and ensuring its ability to effectively govern both Gaza and the West Bank. They also emphasized the necessity of respecting and preserving the unity and territorial integrity of the occupied Palestinian territory, considering this a fundamental element in establishing the Palestinian state based on the June 4, 1967 lines, including with regard to Jerusalem, in accordance with UN resolutions, and within the framework of the two-state solution, thereby achieving lasting peace and stability in the region. They reaffirmed that the Gaza Strip constitutes an integral part of the territories occupied in 1967 and reiterated their commitment to the two-state solution, with the Gaza Strip as part of the Palestinian state, in accordance with international law, including relevant Security Council resolutions. They stressed that this principle must guide any discussions concerning the future of the Gaza Strip.
The parties also expressed grave concern regarding Israeli military incursions into the occupied West Bank, as well as illegal practices such as settlement activity, house demolitions, and settler violence, which undermine the rights of the Palestinian people, threaten the prospects for a just and lasting peace, and exacerbate the conflict. They noted that Israel, as the occupying power, must protect civilians and abide by international humanitarian law. They also categorically rejected any attempts to annex territory or any unilateral measures aimed at altering the legal and historical status quo of the holy sites in Jerusalem.
The parties reaffirmed their full commitment to a political settlement of the conflict based on the two-state solution, enabling Israel and Palestine to live side by side in peace and security, in accordance with relevant UN resolutions, the Madrid terms of reference, including the principle of land for peace, and the Arab Peace Initiative, thus paving the way for lasting peace and coexistence among all peoples of the region. In this context, they also renewed their commitment to convening a high-level international conference under the auspices of the United Nations in June in New York, co-chaired by France and Saudi Arabia, to advance these objectives.
