The judicial system during the reign of the Custodian of the Two Holy Mosques, King Salman bin Abdulaziz, has achieved qualitative leaps, bringing about comprehensive development in the judicial sector, consolidating the institutionalization of the judiciary and its independence, in addition to modernizing litigation procedures, issuing many substantive principles in matters related to the judiciary, digitizing judicial services, and achieving tangible progress in the percentage of beneficiaries’ satisfaction with judicial services.
The Ministry of Justice has worked to activate several initiatives and projects in accordance with best practices to improve the experience of beneficiaries, in line with the Kingdom’s Vision 2030.
Institutional justice and objective development
The most prominent judicial developments were represented in activating one of the most important judicial guarantees brought by the systems through activating pleading before the Courts of Appeal as a second level of litigation, and the Supreme Court beginning to exercise its powers.
In the context of the ongoing effort to update the principles of objective consideration and establish general principles in matters related to the judiciary, the Supreme Judicial Council issued a decision to take into account the criminal description of the conviction before issuing the verdict, so that the verdict does not include suspicion or the direction of the accusation, while taking into account all means of proof, including valid circumstantial evidence.
The Ministry of Justice launched the “Model Court” project with the aim of consolidating the institutional structure of the judiciary through the application of administrative policies, judicial systems, transformative initiatives, and operational programs linked to indicators, in order to contribute to the application of the project in its model form to the rest of the Kingdom’s courts.
Through this project, the Ministry of Justice aims to move beyond traditional solutions in addressing existing challenges, reaching a stage of innovation in court operations by bringing about a qualitative transformation in the litigation system and reaching the stage of transformation to the optimal international model in the judiciary.

In investing in human capital, the judicial system expanded in attracting judicial talents, qualifying judges, and equipping them with basic legal knowledge, training them in specialized judicial skills, and benefiting from international experiences. In promoting transparency and digitizing procedures, the Ministry launched the electronic record and document, which enabled the courts to dispense with paper record and document, in completion of the Ministry’s projects in digital transformation, which led to facilitating procedures for beneficiaries, increasing the reliability of judicial documents, and reducing operational costs.
The Ministry of Justice also launched an electronic service to receive complaints and objections regarding property registration errors from notaries and municipalities related to real estate, via the website, which contributes to enhancing real estate security, facilitating services provided to beneficiaries, and raising the Kingdom’s international ranking by controlling property registration procedures and addressing any problems that may arise between the relevant authorities.
In activating alternatives to litigation, the Ministry of Justice has focused on alternative means of resolving disputes, including reconciliation, digital and paperless justice.
The Ministry also worked on activating electronic notification through electronic means in a project that is the first of its kind regionally. In terms of progress in international indicators, the Kingdom has made great progress in several judicial, legal and legislative indicators. The Ministry of Justice launched a project of specialized centers through which custody, visitation and access rulings for children are implemented.
In bidding farewell to the last paper agency, the Ministry of Justice, through the digital transformation of the documentation sector, launched a number of quality services that can be accessed through the ministry’s portal.
