The Gulf Cooperation Council (GCC) stressed the importance of respecting Syria’s sovereignty, independence, and territorial integrity, rejecting foreign interference in its internal affairs, confronting terrorism and chaos, combating extremism, fanaticism, and incitement, respecting diversity, and not offending the beliefs of others. At the 46th Extraordinary Ministerial Meeting of the GCC on Thursday, it expressed its support for all efforts and endeavors working towards a comprehensive and inclusive transition process that fulfills the aspirations of the Syrian people for stability, development, and a decent life.
In a statement, the Council said: In light of the current developments in Syria and Lebanon, the Ministerial Council of the Cooperation Council for the Arab States of the Gulf held its extraordinary meeting in the State of Kuwait, chaired by His Excellency the Kuwaiti Foreign Minister Abdullah Ali Abdullah Al-Yahya, Chairman of the current session of the Ministerial Council, and stressed that the security and stability of Syria is a fundamental pillar of the security and stability of the region.
The Ministerial Council welcomed the steps taken to ensure the safety of civilians and prevent bloodshed, achieve national reconciliation, preserve the institutions and resources of the Syrian state, and the decision to dissolve militias and armed factions and restrict the carrying of weapons to the state, considering these steps as key pillars for maintaining security and stability in Syria and restoring its regional role and international standing.
The Ministerial Council urged all parties and components of the Syrian people to join forces, prioritize the higher interest, uphold national unity, and launch a comprehensive national dialogue to achieve the aspirations of the Syrian people for security, stability, development, and prosperity. It welcomed the call by the Secretary-General of the United Nations to establish a United Nations mission to assist and support the transitional process in Syria, while emphasizing the need to adhere to the principles of the Charter of the United Nations, including state sovereignty, non-interference in internal affairs, good neighborliness, and the peaceful settlement of disputes, in order to maintain regional and international peace and security.
The Ministerial Council referred to the contents of the statement issued by the foreign ministers of the Arab Ministerial Contact Committee on Syria on December 14, 2024, in the city of Aqaba, regarding support for the United Nations’ efforts to help the Syrian people achieve a political process led by the Syrian brothers, and to care for refugees and displaced persons, and to work on their voluntary and safe return to their homes, in accordance with international standards.
The Ministerial Council condemned the repeated Israeli attacks on Syria, including the occupation of the buffer zone on the Syrian border, in flagrant violation of Syria’s sovereignty and the 1974 Disengagement Agreement, stressing the need for the international community to assume its responsibilities to stop these attacks on Syrian territory and for Israel to withdraw from all occupied Syrian territory.
The Ministerial Council indicated that the Golan Heights is Syrian Arab land, and declared its condemnation of the Israeli occupation’s decisions to expand settlements in the occupied Golan, in grave violation of the United Nations Charter, the principles of international law and relevant Security Council resolutions.
With regard to empowering Syria economically, the Ministerial Council called for lifting the sanctions against it, urging all partners, countries and relevant organizations to provide all means of support to the Syrian people, while emphasizing the continued provision of humanitarian aid by the GCC countries.
With regard to Lebanon, the Ministerial Council affirmed the GCC’s firm positions on supporting Lebanon’s sovereignty, security, stability and territorial integrity, and the importance of implementing comprehensive structural political and economic reforms that ensure Lebanon overcomes its political and economic crisis, and does not become a launching pad for terrorism, drug smuggling and all activities that threaten the security and stability of the region, stressing the importance of the role of the Lebanese Armed Forces and Internal Security Forces.
The Ministerial Council stressed the need to adhere to the ceasefire agreement in Lebanon, condemning the continued Israeli attacks, which have resulted in thousands of civilian casualties, displacement, and the destruction of infrastructure, civilian and health facilities, in addition to the attacks on the United Nations Interim Force in Lebanon (UNIFIL).
The Ministerial Council stressed the need to implement the Security Council resolutions on Lebanon, particularly Resolution 1701 and the Taif Agreement, to restore security and lasting stability in Lebanon, and to ensure respect for its territorial integrity, political independence and sovereignty within its internationally recognized borders and to extend the control of the Lebanese government over all Lebanese territory.
The Ministerial Council affirmed its support for the efforts of the Quintet Group on Lebanon, which stressed the need to hold presidential elections as soon as possible and to implement the necessary economic reforms for the Lebanese government to fulfill its responsibilities towards its citizens. It also commended the efforts of Lebanon’s friends and partners in restoring and strengthening trust and cooperation between Lebanon and the GCC countries, and their support for the role of the Lebanese army and internal security forces in maintaining Lebanon’s security.
The Ministerial Council noted the generous assistance provided by the GCC countries to the Lebanese people, and by sisterly and friendly countries, to meet the urgent humanitarian needs in Lebanon.
With regard to the Gaza Strip, the Ministerial Council affirmed the GCC’s firm and unwavering support for the Palestinian people and the defense of their legitimate rights, expressing the Council’s hope for the success of the Qatari-Egyptian-American mediation efforts to release the hostages and detainees.
The Council stressed the need to reach an immediate, permanent and comprehensive ceasefire, end the blockade imposed on the Gaza Strip, open all crossings immediately and unconditionally, and ensure the delivery of humanitarian aid, relief and medical supplies to meet the basic needs of the population of the Gaza Strip.
