Issues such as Ukraine, deterring Russia, containing the Chinese threat, and defense spending top the agenda for the leaders of the 32 member states of the North Atlantic Treaty Organization (NATO) during the three-day Washington summit, which begins today (Tuesday) to mark the 75th anniversary of the alliance's founding, amid European fears of the success of Republican candidate Donald Trump, who is skeptical of NATO's usefulness.

All eyes at the summit are on US President Joe Biden following his performance in the presidential debate against his rival, Donald Trump. Hundreds of officials from dozens of countries, both NATO members and non-members, and thousands of journalists and observers from around the world have arrived in Washington to cover this landmark summit in the history of the world's largest military alliance. Biden described NATO as "the greatest military alliance in the history of the world.".

Max Bergman, director of the Euro-Atlantic and North European Studies Program at the Center for Strategic and International Studies in Washington, believes that the NATO summit comes at one of the best and worst times for the alliance.

He considered that the alliance is enjoying excellent times, given the agreement on the need to deter Russia, and the success in expanding the alliance geographically by including Finland and Sweden during the last two years.

Regarding NATO's bad times, Bergman believes that the continuation of the Russian war on Ukraine, which borders NATO and has aspirations to join it, the challenges of increasing European defense spending, and the growing doubts about the United States' commitment to the alliance, have created concerns that it has never faced before in its history.

Observers fear that a Trump victory could undermine Washington's commitment to NATO, especially given that the US contributes approximately 60% of the alliance's budget and nearly 505,000 troops. The remaining NATO members contribute 1.4 million troops and a combined military budget of no more than $400 billion.

Russia’s attack on Ukraine in February 2022 highlighted the importance of NATO to European countries, and the Russian attack became the most serious threat to European security. However, NATO has become stronger, larger, and more united than ever, according to US Defense Secretary Lloyd Austin.

The issue of Ukraine's accession to the alliance is not expected to generate much controversy at the NATO summit, especially since several countries, including the United States, have already signed bilateral security agreements with Ukraine, committing them to long-term support for Kyiv. Instead of pursuing Ukraine's membership, which lacks consensus, the focus will likely be on reaffirming the alliance's long-term commitment to supporting Kyiv and its readiness to uphold Ukraine's territorial integrity.

A Pew Research Center poll this year showed that while nearly two-thirds of Americans have a favorable view of NATO, this still means that one-third of Americans have unfavorable views of the alliance, up 4% since 2023. This growing isolationist sentiment in the United States is worrying NATO leaders, especially as Trump has embraced these negative feelings toward the alliance.

Europeans are wary of the Biden administration's intention to make NATO primarily focus on the Indo-Pacific region. When Secretary of State Antony Blinken first visited NATO headquarters in March 2021, he mentioned China more than 10 times, while mentioning Russia only four times.
