The strength of the strategic relationship between Saudi Arabia and the United States is embodied in the coordination between the two countries to confront common challenges at the regional and international levels, as the American administration is keen to strengthen the partnership with Saudi Arabia in confirmation of its leading role in spreading security and stability in the region.

To emphasize the strength of the relationship between the two countries, US President Joseph Biden's visit to Saudi Arabia includes holding a Gulf-American summit with the participation of Egypt, Jordan and Iraq, to support and enhance ongoing cooperation and coordination efforts between the partners in light of current regional and international developments.

80 years of partnership

The historic meeting between King Abdulaziz bin Abdulrahman Al Saud, may God have mercy on him, and US President Franklin Roosevelt in 1945 laid the foundation for 80 years of relations and strategic partnership based on mutual respect and trust between the two countries.

Currently, the visit of the Custodian of the Two Holy Mosques, King Salman bin Abdulaziz, in 2015, and the two historic visits made by Crown Prince Mohammed bin Salman to the United States of America during 2016 and 2018, have played a key role in strengthening the strategic relations between Riyadh and Washington, based on the common interests that unite the two countries in various fields of cooperation.

The visit of the US President to Saudi Arabia is of particular importance, as it comes as part of his first visit to the Middle East region, during which a Saudi-American summit and a Gulf-American summit will be held in the Kingdom with the participation of Iraq, Egypt and Jordan. The visit also reflects the success of Saudi Arabia’s foreign policy under the leadership of the Custodian of the Two Holy Mosques and the Crown Prince, which has given Saudi Arabia an important and influential role in shaping the course of regional and global events and bringing the two countries closer together. Moreover, the development of strategic relations between the two countries will not be hindered by differences in viewpoints between Saudi Arabia and America. This reflects Saudi Arabia’s status and its pivotal role in the security and stability of the region and the keenness of the two countries’ leaderships to strengthen the partnership.

Despite the differences in viewpoints from time to time, and their frequent convergence, the leadership of the two countries always agrees on confronting all threats, including emphasizing the importance of addressing Iran’s destabilizing behaviors that threaten the security and stability of the region and the world, and neutralizing the threat of terrorist militias supported by Tehran. The United States also supports Saudi Arabia’s efforts to find a comprehensive political solution in Yemen that guarantees the security and stability of Yemen.

The shared views were not limited to political issues, but also included various environmental, economic, and vital aspects. The United States welcomed Saudi Arabia's efforts in combating climate change, most notably the Green Middle East Initiative and the Saudi Green Initiative launched by the Crown Prince, who announced the launch of the first package of environmental initiatives representing investments worth more than 700 billion riyals. Saudi Arabia's leading role in the Arab and Islamic worlds and its strategic location contribute to strengthening the bilateral relationship with the United States, maintaining the stability, security, and prosperity of the Gulf and Middle East regions, and continuing consultations on many vital regional and global issues for both countries. Therefore, combating extremism and terrorism is one of the most important aspects of the strategic partnership between Saudi Arabia and America, and bilateral cooperation between the two countries in this field has contributed to achieving many important gains in defeating terrorist organizations and neutralizing their threat to the security and stability of the region and the world.

Investment and trade

Saudi Arabia and the United States of America have strategic trade relations. America is Saudi Arabia’s fourth largest trading partner in terms of trade volume, second largest in terms of import value, and sixth largest in terms of export value. 742 American companies operate in Saudi Arabia, and the total American capital invested in Saudi Arabia amounts to 90.6 billion riyals. There are also more than 21,034 American brands in the Saudi market as of 2022.

The volume of trade between the two countries in 2021 reached approximately $25,069 million. Saudi Arabia ranked 28th as a trading partner for US exports to the world and 31st as a trading partner for US imports to the world in 2021. The Vision 2030 programs and major projects in Saudi Arabia provide promising opportunities for American companies, especially in the strategic sectors targeted by the Vision, such as mining, petrochemicals, manufacturing, renewable energy, tourism, financial services, healthcare, and pharmaceuticals.

Education and Culture

On the educational and cultural fronts, the two countries enjoy strong relations, with 21,035 Saudi scholarship students studying in the United States this year, sent under the Custodian of the Two Holy Mosques Scholarship Program, through which the number of Saudi scholarship recipients studying in the United States has exceeded half a million students since its launch in 2006. The launch of tourist visas by the Saudi Ministry of Tourism in 2019 also contributed to attracting tourists from the United States who wish to explore Saudi Arabia and visit its historical sites and unique tourist areas.

In a new step reflecting the continued diplomatic momentum between the two regional powers, Deputy Foreign Minister Engineer Waleed bin Abdulkarim Al-Khuraiji received, at the Ministry’s headquarters in Riyadh, the Chairman of the National Security and Foreign Policy Committee of the Iranian Shura Council, Ibrahim Reza Azizi, and his accompanying delegation.

The meeting included a comprehensive review of bilateral relations between the Kingdom of Saudi Arabia and the Islamic Republic of Iran, where the two sides discussed ways to strengthen and develop them in various fields, with particular focus on aspects of cooperation related to the Shura Councils in both countries, in a way that serves common interests and enhances institutional communication frameworks.

The reception was attended on the Saudi side by the Chairman of the Foreign Affairs Committee of the Shura Council, Mr. Aqla bin Ali Al-Aqla, and on the Iranian side by the Ambassador of the Islamic Republic of Iran to the Kingdom, Ali Reza Enayati, which reflects the importance that both sides attach to this course of talks.

Context of resuming diplomatic relations

This visit comes in the context of a remarkable development in Saudi-Iranian relations since the historic agreement reached in Beijing in March 2023. The agreement stipulated the resumption of diplomatic relations between the two countries and the reopening of embassies and diplomatic missions, which has already been implemented, as the two countries exchanged ambassadors and official reciprocal visits resumed at high levels, including visits by foreign ministers and security and economic officials.

The importance of parliamentary diplomacy

This meeting is particularly significant as it focuses on “parliamentary diplomacy,” given the vital role played by the consultative councils of both countries in fostering political understanding through legislative and oversight channels. Cooperation between the Foreign Affairs Committee of the Saudi Shura Council and the National Security and Foreign Policy Committee of the Iranian Parliament represents a significant step towards institutionalizing relations, moving beyond mere traditional diplomatic communication to building bridges between legislative bodies. This, in turn, contributes to aligning perspectives on regional and international issues.

Regional and international impact

Observers view the continued pace of meetings between Riyadh and Tehran with cautious optimism, anticipating that this rapprochement will positively impact the stability of the Middle East. Ongoing coordination between the two countries is a cornerstone for reducing regional tensions and enhancing opportunities for economic and security cooperation. Furthermore, strengthening bilateral relations aligns with the Kingdom's Vision 2030, which adopts a policy of "zero problems" and focuses on economic development and regional prosperity. This necessitates a stable geopolitical environment and good neighborly relations based on mutual respect and non-interference in internal affairs.
