The Public Prosecution stressed the prohibition of providing any kind of assistance or service to an infiltrator into the Kingdom, and these behaviors are considered a crime warranting arrest. It added that anyone who facilitates the entry of an infiltrator into the Kingdom, or transports him within it, or provides him with shelter, or provides him with any assistance or service in any way with his knowledge, shall be punished with imprisonment for up to 15 years and a fine of up to one million riyals.

The prosecution indicated that the means by which the infiltrator was transported will be confiscated, as will the dwelling that was prepared specifically to shelter the infiltrator or used for this purpose only. If the transporter or shelterer of the infiltrator was acting in good faith and his action was negligent or grossly careless, he will be punished with a fine of up to 500,000 riyals. If the means or dwelling subject to confiscation is related to the property of another, he will be punished with a fine of up to one million riyals, and a summary of the judgment will be published after it becomes final.

Total number of violators in 7 days

The efforts of the concerned authorities to apprehend violators of residency, labor and border security regulations resulted in the implementation of legal procedures against more than 91,000 violators. 19 violators were apprehended in one week, 23,991 violators were referred to their diplomatic missions, 3,869 violators were referred to complete their travel reservations, and 10,319 violators were deported. The number of those currently being subjected to procedures for implementing the regulations is 33,576 violating expatriates.

The joint field campaigns to monitor and apprehend violators of residency, labor and border security regulations, which took place in all regions of the Kingdom, during the period from 02/07/1446 AH corresponding to 02/01/2025 AD, to 08/07/1446 AH corresponding to 08/01/2025 AD, resulted in the apprehension of 19,418 violators, including 11,787 violators of the residency system, 4,380 violators of the border security system, and 3,251 violators of the labor system.

The total number of those apprehended while attempting to cross the borders into the Kingdom reached 1,221 people; 42% of them were Yemeni nationals, 56% were Ethiopian nationals, and 2% were of other nationalities. Additionally, 136 people were apprehended for attempting to cross the borders out of the Kingdom in an irregular manner. Nineteen people were apprehended for transporting, sheltering, employing, and concealing violators of residency, labor, and border security regulations. The total number of those currently subject to the procedures for implementing the regulations reached 33,576 violating expatriates, including 30,261 men and 3,315 women. 23,991 violators were referred to their diplomatic missions to obtain travel documents, 3,869 violators were referred to complete their travel reservations, and 10,319 violators were deported.

The Ministry of Interior affirmed that anyone who facilitates the entry of violators of the border security system into the Kingdom, or transports them within it, or provides them with shelter, or offers them any assistance or service in any way, will be subject to penalties of up to 15 years imprisonment, a fine of up to one million riyals, confiscation of the means of transport and the accommodation used for sheltering, in addition to being publicly shamed.

She explained that this crime is considered one of the major crimes that warrant arrest, and that violates honor and trust, urging reporting any violations to the number (911) in the regions of: Makkah, Riyadh and the Eastern Province, and (999) and (996) in the rest of the regions of the Kingdom.

She clarified that transporting, harboring, or concealing border security violators is a violation of the Kingdom's regulations and is classified as a major crime. She emphasized that the Kingdom will deal firmly and decisively with any matter that threatens its security.

Multiple penalties and a million-dollar fine

Legal advisor and lawyer Ahmed Al-Maliki confirmed that those who violate residency, work and border security regulations are subject to several penalties, and fines are multiplied according to the number of people.

Legal expert Ahmed Al-Maliki explained that the regulations and laws issued by the Ministry of Interior punish anyone who facilitates the entry of an infiltrator into the Kingdom, transports him within it, provides him with shelter, or offers him any assistance or service in any way, with imprisonment, a financial fine, confiscation of the means of transport and the accommodation used for sheltering, and public shaming.

These actions were considered major crimes warranting arrest, and crimes that violate honor and integrity.

He added that the Ministry of Interior announced that anyone who facilitates the entry of an infiltrator into the Kingdom, or transports him within it, or provides him with shelter, or offers him any assistance or service in any way, shall be punished with one or more of the following penalties, without prejudice to any more severe penalty stipulated by another system: imprisonment for a period of not less than five years and up to fifteen years, or a fine of up to one million riyals, and confiscation of the means by which the infiltrator was transported and confiscation of the dwelling that was specially prepared to shelter the infiltrator or used for this purpose only. If the means or dwelling (the subject of confiscation) is related to the property of another, he shall be punished with a fine of up to one million riyals.

Al-Maliki explained that if the person transporting or harboring the infiltrator is acting in good faith and his actions are due to negligence or gross dereliction of duty, he shall be punished with a fine of up to five hundred thousand riyals, and a summary of the judgment shall be published at the expense of the convicted person after it becomes final.

Transporting, sheltering, or concealing border security violators is a major and complete crime warranting arrest, which is a breach of honor and trust. Its penalty is up to 15 years imprisonment, a fine of up to one million riyals, confiscation of the means of transport and the accommodation used for sheltering, in addition to defamation.

The crimes of concealment affect security, as they negatively impact the security work that has contributed to reducing crime rates. Combating them strengthens the security process in a way that meets the requirements of the times and protects the national gains that have been clearly achieved. Therefore, those who violate the border security system are a danger to the security of the homeland, as they have no informational or security base, which enables them to commit their crimes and then escape. The cooperation of the citizen or resident with them exposes him to security and legal responsibility.

The most important role falls on the citizen and resident to report anyone who facilitates the entry of violators of the border security system into the Kingdom, or transports them within it, or provides them with shelter, or offers them any assistance or service in any way.

No argument, no compromise

Security expert, retired Major General Musfir Dakhel Al-Jaid, stressed that preserving the security of the homeland is indisputable and non-negotiable, pointing out that the danger posed by violators of the border system is imminent and real, and its impact is on the security of the citizen and resident, as it is a cause of crime.

Retired Major General Al-Juaid added that the data issued by the relevant authorities, announcing the arrest of a number of criminals who are either violators of border regulations or labor laws, contributes to increased crime rates. There is no database or security information on these violators, which facilitates their crimes and allows them to evade capture and escape. Therefore, they should not be transported, assisted in crossing borders, employed, or provided with housing. Major General Al-Juaid emphasized the role that citizens and residents must play in reporting any violations of the country's laws.
