Commenting on the court ruling, Dr. Diaa Rashwan, the general coordinator of the National Dialogue, stated that the decision reflects a more positive general climate regarding human rights and represents an engagement with the principles of the National Dialogue, which began advancing human rights issues approximately two years ago. Meanwhile, lawyer Tarek El-Awady, a member of the Presidential Pardon Committee, indicated that these individuals were subject to travel bans and restrictions on buying and selling property prior to the ruling. He noted that there is a presidential directive to release those imprisoned among them, clarifying that anyone proven innocent has the right to exercise all their rights, while adhering to the stipulated obligations.

The Criminal Court decided to remove the names of 716 people from the lists of terrorist entities, out of more than four thousand people accused of terrorism.

The Egyptian Public Prosecution tasked the responsible security authorities with conducting investigations to determine the extent of the continued activity of those listed on the lists of terrorist entities and terrorists, in preparation for removing those whose terrorist activity is proven to have ceased from those lists, given that the period of listing people on the terrorism lists in Egypt is five years, after which the Criminal Court reviews the lists, either by approving the extension or removing the names from these lists, based on the investigations and inquiries it obtains from the Public Prosecutor.

It is worth noting that the Law on Terrorist Entities was issued in 2015, and among its provisions are freezing funds, prohibiting the disposal of private property, preventing travel and monitoring arrival, prohibiting activity, freezing and prohibiting funding internally and externally. Also, a person listed on the lists of terrorist entities is subject to having his passport withdrawn or canceled or being prevented from renewing it, whether he is residing inside or outside the country, and he loses the status of “good conduct” necessary to assume public and parliamentary positions.
