Cancellation of 4 decisions for public transport projects in 5 cities

The Cabinet approved the regulatory framework for public transport projects, including that the regional, city and governorate development authorities – in coordination with the National Center for Privatization – submit all studies prepared on public transport projects before the issuance of this decision to the Supervisory (Special) Committee for Privatization in the Public Transport Sector – formed by the decision of the Council of Economic and Development Affairs on 9/2/1441 AH – to consider the need to update them, and to determine the procedures that must be followed in accordance with the regulatory framework referred to in item (First) of this decision. The decision included the cancellation of 4 Cabinet decisions, including Decision No. (339) dated 8/18/1435 AH, regarding public transport projects in the city of Makkah, Decision No. (131) dated 4/29/1434 AH, regarding public transport projects in Jeddah Governorate, Decision No. (2) dated 1/1/1435 AH, regarding public transport projects in Madinah, and Decision No. (304) dated 7/20/1435 AH, regarding public transport projects in the Dammam metropolitan area and Qatif Governorate.
The approval decision stipulated that the Makkah Region Development Authority, the Madinah Region Development Authority, and the Eastern Region Development Authority must each provide the Supervisory Committee – referred to in Article (2) of this decision – within a period not exceeding 90 days from the date of this decision, with a report on the financial needs to support their public transport projects related to privatization. This report will be reviewed by the Supervisory Committee, which will then submit its recommendations to the highest authority for consideration and appropriate action. The decision also assigned the Board of Directors of the National Center for Privatization the task of appointing the primary members of the executive committees for public transport projects. The Supervisory Committee will appoint additional members to the executive committees in each region, city, or governorate where the need for public transport projects arises, in accordance with the regulatory framework outlined in this decision.
Local transport company
The decision stressed that the secretariat of each region, city or governorate, or any entity determined by the supervisory committee, in coordination with the National Center for Privatization, should prepare the incorporation contracts and bylaws for the local transport company established in accordance with the regulatory framework, and update the contracts and bylaws of existing transport companies owned by government entities, and take the necessary regulatory measures for this, taking into account determining the ownership of each local transport company after coordination with the supervisory committee.
If the Supervisory Committee deems it unsuitable to establish a local transport company in a particular region, city, or governorate, it may assign the tasks entrusted to the local transport company to whomever it deems appropriate. Each local transport company shall submit a report, at least 90 days before the start of each fiscal year, to the regional, city, or governorate secretariat, or any other entity designated by the Supervisory Committee, outlining its needs. This report will determine the necessary support to be provided to the company to achieve its privatization-related objectives and must include a record of completed work. The decision also empowers the Supervisory Committee to take the necessary measures to expropriate or temporarily seize real estate for the implementation of public transport projects, or to utilize such real estate to finance these projects, in accordance with the Law of Expropriation of Real Estate for Public Benefit and Temporary Seizure of Real Estate, issued by Royal Decree No. (M/15) dated 11/3/1424 AH.

The ministers condemned in the strongest terms Israel’s move to designate large areas of land in the occupied West Bank as “state land.” The statement noted that these actions include approving the commencement of land registration and settlement procedures, a dangerous step being taken for the first time since the occupation of the West Bank in 1967. The ministers concluded their statement with a clear call for the international community to take immediate action and fulfill its legal and moral responsibilities. They demanded decisive and clear steps to halt these ongoing violations and ensure Israel's respect for international law. They reaffirmed their full support for the inalienable rights of the Palestinian people, foremost among them their right to self-determination, an end to the occupation, and the establishment of their independent state on the June 4, 1967 borders, with East Jerusalem as its capital, as the only way to achieve lasting stability in the region.
