The Egyptian Ministry of Foreign Affairs and Immigration hosted a meeting today (Sunday) of the Arab-Islamic Ministerial Committee on Gaza with the High Representative of the European Union for Foreign Affairs and Security Policy, Kaya Kallas, to discuss the situation in the Gaza Strip and the details of the Arab-Islamic plan for the reconstruction of Gaza.

The participants affirmed their full commitment to a political settlement of the conflict based on the two-state solution, so that Israel and Palestine can live side by side in peace and security, based on the relevant United Nations resolutions and the Madrid terms of reference, including the principle of land for peace and the Arab Peace Initiative, and in a way that paves the way for achieving lasting peace and coexistence among all the peoples of the region. They renewed their commitment to holding a high-level international conference under the auspices of the United Nations next June in New York City, co-chaired by France and the Kingdom of Saudi Arabia, to advance these goals.

The parties discussed the latest developments in the occupied Palestinian territories, expressing their deep concern over the collapse of the ceasefire in Gaza and the resulting large number of civilian casualties from the recent air raids, according to a statement issued by the Egyptian Ministry of Foreign Affairs.

The parties condemned the resumption of hostilities and the targeting of civilians and civilian infrastructure, and called for an immediate return to the full implementation of the ceasefire agreement and the release of hostages and detainees, which came into effect on January 19, and which was sponsored by Egypt, Qatar and the United States. They stressed the need to move towards the second phase of the agreement with the aim of its full implementation, including the release of all hostages, a permanent end to hostilities and the complete withdrawal of Israeli forces from the Gaza Strip, in accordance with United Nations Security Council Resolution 2735.

They called on the parties to fully respect international humanitarian law and international law, stressing the need to ensure rapid, sustainable and unhindered access for humanitarian aid to the Gaza Strip, and the wide-scale delivery of humanitarian assistance throughout the Strip.

The participants called for the lifting of all restrictions that impede the delivery of humanitarian aid, in addition to the immediate restoration of all basic services in the sector, including electricity supplies, including those for water desalination plants, welcoming the Arab recovery and reconstruction plan presented at the Cairo Summit on March 4, which was subsequently adopted by the Organization of Islamic Cooperation and welcomed by the European Council.

The parties affirmed that the aforementioned plan guarantees the Palestinian people’s continued presence on their land, declaring their categorical rejection of any transfer or expulsion of the Palestinian people from their land, from Gaza and the West Bank, including East Jerusalem, and warning of the grave consequences that would result from such actions.

The parties stressed the importance of supporting the Gaza Recovery and Early Reconstruction Conference, scheduled to be held in Cairo with the participation of the concerned parties, calling on the international community to work on mobilizing the resources that will be announced during the conference, in order to confront the catastrophic situation in Gaza.

The participants stressed the importance of unifying the Gaza Strip with the West Bank under the umbrella of the Palestinian National Authority, supporting the Authority in assuming all its responsibilities in the Gaza Strip, and ensuring its ability to effectively govern both Gaza and the West Bank. They emphasized the necessity of preserving the unity and integrity of the occupied Palestinian territories, considering this a fundamental element in establishing a Palestinian state based on the June 4, 1967 lines, including those pertaining to Jerusalem, in accordance with UN resolutions and within the framework of the two-state solution, thereby achieving lasting peace and stability in the region. They reaffirmed that the Gaza Strip constitutes an integral part of the territories occupied in 1967 and reiterated their commitment to the two-state solution, with the Gaza Strip as part of the Palestinian state, in accordance with international law, including relevant Security Council resolutions. They also stressed the need to be guided by this principle in any discussions concerning the future of the Gaza Strip.

The participants expressed their deep concern regarding the Israeli military incursions in the occupied West Bank, in addition to illegal practices such as settlement activities, house demolitions, and settler violence, which undermine the rights of the Palestinian people, threaten the prospects for achieving a just and lasting peace, and deepen the conflict.

They emphasized that Israel, as the occupying power, must protect civilians and abide by international humanitarian law. They also categorically rejected any attempts to annex territory or any unilateral measures aimed at altering the existing legal and historical status quo of the holy sites in Jerusalem.

The meeting was attended by Saudi Foreign Minister Prince Faisal bin Farhan, Egyptian Foreign and Immigration Minister Badr Abdel-Aty, Qatari Prime Minister and Foreign Minister Sheikh Mohammed bin Abdulrahman bin Jassim Al Thani, Palestinian Prime Minister and Foreign Minister Mohammed Mustafa, Jordanian Deputy Prime Minister and Foreign Minister Ayman Safadi, Turkish Foreign Minister Hakan Fidan, Bahraini Foreign Minister Abdullatif Al-Zayani, UAE Minister of State for Foreign Affairs Khalifa Shaheen Al-Marar, Arab League Secretary-General Ahmed Aboul Gheit, Organization of Islamic Cooperation Secretary-General Hussein Ibrahim Taha, and representatives of Indonesia and Nigeria.
