The Ministry of Municipalities has stipulated the use of a specific logo and trademark for grocery stores, supermarkets, and other food establishments, in cases where a registered trademark is not already in use. The Ministry emphasized, within the draft regulations open for public consultation, the prohibition of copying, imitating, or using the logo and trademark for purposes other than those for which they were designated.

The ministry specified the site requirements for grocery stores, supermarkets, and central markets, stating that they must be located on a commercial street and within commercial buildings with mixed (commercial and residential) use. The site requirements for kiosks within the urban area stipulate that they must be located in commercial complexes, popular markets, or commercial or mixed-use lands. Kiosks outside the urban area must be located within sites designated for commercial use and permitted sites.

Kiosks are permitted to be set up in parking lots in shopping malls, provided that the parking capacity is not affected.

The requirements stipulated the provision of a minimum of (2) toilets serving customers and visitors of both sexes in central markets. Toilets located within the food establishment must be far from any food handling areas. If this is not possible, the toilets must be separated from the food handling areas by well-ventilated overlapping spaces, and they must not open directly onto a room where food is handled. They must be equipped with sinks for washing hands, with soap and paper towels or a hand dryer, and they must be equipped with foot-operated trash cans and must not be used to store items such as aprons or food items.

No infection... no smoking... no wounds

The conditions stressed that workers must adhere to personal hygiene, not use the facility for housing, and not smoke except in designated areas. All food handlers must have health certificates, and the food establishment must suspend and dismiss any worker who shows any symptoms related to an intestinal disease.

It also stipulated that workers must not have skin diseases, wounds, or sores that ooze fluids on any exposed part of the body; and that there must be no discharge from the eyes or nose. Work is permitted if the wound is superficial, clean, and covered with bandages. Wearing jewelry or watches is prohibited for those working in food preparation and handling.

Work clothes and protective clothing must be worn. Food preparation and processing workers must wear protective clothing such as gloves, hairnets, and aprons. Wearing protective clothing for work outside the facility is prohibited. Aprons and gloves must be changed when needed.

In an important intervention that reflected the pulse of the Egyptian street and the needs of the health sector, MP Yasser Galal, Deputy Chairman of the Culture and Media Committee in the Senate, stressed the utmost importance of the file of treatment at the expense of the state , describing it as a lifeline and real hope for thousands of simple patients, and not just routine procedures or papers that are exchanged between offices.

During his address to the Senate plenary session, Jalal invoked the constitutional framework governing health rights in Egypt, emphasizing that the state bears a direct responsibility towards its citizens under Article 18 of the Egyptian Constitution. First: Strengthening coordination and integration between Ministry of Health and Population hospitals on the one hand, and university hospitals on the other. Observers believe that the lack of effective coordination between these two main branches of the healthcare system in Egypt is one of the primary reasons for the overcrowding of patients in certain facilities, while vacancies or resources may be available in other locations.
Second: The necessity of adopting a clear pharmaceutical policy that supports the culture of "alternative" or equivalent (generic) medicines. Jalal emphasized the importance of educating citizens that generic medicines contain the same active ingredient and meet the same quality standards, which contributes to saving budgets, reducing the burden on both the state and patients, and ensuring the sustainability of healthcare services.

These demands come at a time when the Egyptian state is seeking a gradual transition towards implementing the comprehensive health insurance in all governorates, as the state-funded treatment system represents the current bridge that the unable to afford it cross to obtain their right to treatment until the new system is generalized.
