Eleven government agencies have begun implementing a comprehensive monitoring campaign, the eighth of its kind, on gas stations and service centers to improve service levels at stations and centers within cities and on regional roads in the Kingdom.
The Permanent Executive Committee for Service Centers and Fuel Stations of the Ministry of Energy works to ensure that fuel stations and service centers comply with the requirements and regulations related to the sector, through all relevant authorities conducting visits collectively in various regions of the Kingdom.
The Permanent Executive Committee for Service Centers and Fuel Stations revealed the issuance of updated requirements for fuel stations and service centers, which aim to regulate and develop the sector in line with global developments and standards in the energy sector, and to achieve the objectives of the Kingdom’s Vision 2030 in this field.
The committee explained that the updated requirements contribute to regulating the process of establishing, managing, operating and maintaining fuel stations and service centers, and raising the level of services provided in them. Among the most prominent of these requirements is that fuel stations be operated by facilities qualified to manage, operate and maintain fuel stations and service centers, and adding requirements for distances between fuel stations located within and outside the urban area, and requirements related to pumps, tanks, cleanliness, maintenance, quality and product availability.
The decision of the committee, which is chaired by the Ministry of Energy and includes in its membership the Ministries of Commerce, Municipal and Rural Affairs and Housing, Islamic Affairs, Call and Guidance, Interior represented by the General Directorate of Civil Defense, Tourism, Transport and Logistics, Human Resources and Social Development, Media, Finance, and Environment, Water and Agriculture represented by the National Center for Environmental Compliance, gave existing stations a corrective grace period of 12 months from the date of publishing the requirements, except for the corrective grace periods specified in the requirements for some requirements, and excluding from this the requirements of the site and distances of the station site.

The requirements included classifying fuel stations and service centers into four categories according to the station’s location and the nature of the basic and optional services it provides.
The classification includes: First: Fuel stations and service centers, Category (A): These are fuel stations and service centers located outside urban areas on regional roads. In addition to fuel, they offer the basic and optional services specified for this category. This category is divided into: Category (A.A): These stations are located outside urban areas on main and secondary regional roads, according to the functional classification of roads by the Ministry of Transport and Logistics. Category (A.2): These stations are located outside urban areas on secondary regional roads, according to the functional classification of roads by the Ministry of Transport and Logistics. Second: Fuel stations and service centers, Category (B): These are fuel stations and service centers located within urban areas that offer, in addition to fuel, some basic and optional services specified for this category. Third: Fuel stations and service centers, Category (C): These are compact fuel stations and service centers that contain a fuel tank, pump, and necessary equipment, enclosed within a metal structure, in addition to some limited optional services within the same structure. Fourth: Fuel stations and service centers, Category (D): These are mobile fuel stations, consisting of a fuel tank and pump mounted on a mobile truck.
