The Public Transport Authority seized three foreign trucks for transporting goods within the Kingdom and imposed a fine of 10,000 riyals on them.
Earlier this week, the Authority approved a schedule classifying violations committed by foreign trucks. The decision stipulates that a foreign truck engaging in transport within the Kingdom is a serious offense for which no warning period applies, and carries a penalty of 10,000 riyals and a 15-day vehicle impoundment. The Authority emphasized that if the violation is repeated within one year of the last offense, the penalty is as follows: for the first offense, 20,000 riyals and a 30-day vehicle impoundment; for the second offense, 40,000 riyals and a 60-day vehicle impoundment; and for the third offense, 80,000 riyals and a 60-day vehicle impoundment. The decision also specifies that a fourth offense within one year of the last violation will incur a penalty of 160,000 riyals and a 60-day vehicle impoundment. Penalties also include the confiscation of trucks that deliberately repeat violations and fail to comply with regulations.
The Public Transport Authority stressed that it is continuing to intensify field monitoring operations and take action against violators, in order to prevent the exploitation of regulations and to prevent any violations that may affect fair competition, road safety, and the efficiency of the logistics sector.
The Authority indicated its commitment to applying the highest standards of governance and transparency, which contributes to enhancing the transport environment, supporting the local carrier, and improving the quality of logistics services, in order to achieve the objectives of the National Strategy for Transport and Logistics and to advance this vital sector.
The Public Transport Authority applies the provisions of the Land Transport System on Roads, in accordance with Cabinet Resolution No. (614) dated 19 Sha’ban 1446 AH corresponding to 18 February 2025, relating to foreign trucks that violate regulations and engage in transporting goods within the Kingdom of Saudi Arabia.
The penalties include fines of no less than 10,000 riyals and up to 5 million riyals, and the impounding of the violating foreign truck for a period of no less than two weeks and up to two months, in addition to confiscating the truck in case of repeated violations and deporting the non-Saudi who practices transport activity without a license, stressing the continuation of its efforts in monitoring and field inspection to control violations, and taking the necessary measures to ensure an organized and safe transport environment that supports economic growth, contributes to enhancing the efficiency of supply chains, and raises the competitiveness of the logistics sector.
The Authority had previously warned all entities and institutions not to contract with foreign trucks for transport within or between the cities of the Kingdom, and to limit this to the local carrier licensed by the Authority, explaining that the work of foreign trucks is limited to transporting goods from outside the Kingdom to a specific arrival city, or transporting goods on their way back to the country they came from from the same arrival city, or the cities that are located on the route of the return route only.
It also called on all foreign carriers and trucks to comply with regulations and legislation, and to utilize official channels to obtain the necessary licenses, in order to ensure the continuity of their work within the regulatory framework, and to enhance the reliability of the transport sector in the Kingdom to be more efficient and sustainable.
