The Ministry revealed the necessity of having a valid municipal license for the establishment, and obtaining the approval of the authority supervising the commercial activity to obtain a home delivery permit. The permit's duration does not exceed the duration of the municipal license, and data on the vehicles used in providing the service and data on the workers must be attached.

She stressed that if it is desired to contract with a third party, it is necessary to attach the data of the operating company or companies.

Establishments providing home delivery services must use a vehicle or motorcycle specifically equipped and designated for home deliveries. Furthermore, the vehicle must possess all required and valid licenses from the relevant authorities.

The establishment's name or trademark must be displayed on the vehicle, and the establishment must possess proof of its right to use the vehicle, such as a vehicle registration or driver's license. The vehicle and its equipment must be cleaned and sanitized regularly, and it must be ensured that there are no contaminants or odors that could affect the food. The ministry stipulated that the bicycles must be equipped with boxes made of durable, rust-resistant materials that are easy to clean and sanitize, and that hot food must be kept separate from prepared cold food during transport.

Among the requirements is that the medicines being transported must be packaged in a sealed bag, and establishments that provide home delivery services must ensure that the means of transport used is equipped and prepared for home delivery only.

Regarding the types of delivery vehicles, it was specified that a private car or motorized motorcycle is suitable for food establishments such as grocery stores, supermarkets, restaurants, and non-food retail stores. Among its types is a special light transport vehicle suitable for food establishments such as bakeries, banquet kitchens, and retail and wholesale stores for non-food items. Packaging materials must be suitable for the state of the food they are packaging, whether hot, chilled, or frozen. Packaging materials must be non-absorbent, tasteless, and odorless, and must not react with the food, cause any health damage, or change the nature or properties of the food. Packaging materials must be stored in a clean place designated for this purpose, away from chemical storage areas or any other contaminants. The materials must be new, unused, and can be tightly sealed.

The regulation stressed the need to use airtight containers for filling drinks and liquids, and recommended the use of metal cans for drinks. Containers or cases must be airtight using an adhesive seal, heat sealing, sewing, etc. All food packaging must carry warnings in Arabic and English in red. It also requires the establishment's name or brand to be placed on the establishment's uniform or on the delivery box, and face masks and hand gloves must be worn at all times during delivery while transporting food products, and the food box must not be placed in the seat next to the driver.

The requirements emphasized the need to clean and sterilize the food box before receiving the food items, and that it should not have any openings or cracks, and that the adhesive seal on the item being transported should not be removed or opened by the driver.

According to the requirements, the delivery worker must have a home delivery permit belonging to his establishment during the delivery process, and the delivery worker is prohibited from parking the vehicle in the parking spaces designated for beneficiaries, except in cases of receiving orders.

Good personal hygiene practices must also be followed, such as washing hands regularly, keeping nails short and clean, and not smoking, eating, or drinking while delivering food products.

The requirements stressed that food delivery workers should not work if they are sick, have wounds, or contagious sores, and that the worker must be medically fit. It is recommended that food transport workers receive educational training courses on food safety.
