The New York Post quoted a US official as saying that President Donald Trump's plan for a peaceful resolution to the Ukrainian war may include a provision for deploying European troops to areas controlled by Kyiv. The source stated that the most difficult aspect of the plan is determining what these security forces would look like—"We call them stabilization forces," the official said. "They are part of the security guarantees that the Ukrainians want, and we hope they will get.".
The American newspaper revealed that Washington is considering the establishment of a “joint committee,” which includes representatives from Russia, Ukraine and a third non-NATO country, to monitor the ceasefire. The United States may participate in this process, but not “as a military force on the ground, rather as a financial force, alongside the third country.”.
The newspaper suggested that the Ukrainian authorities would give up 20% of their territory if this was considered a de facto, rather than de jure, recognition of the territory.
Russian Foreign Ministry spokeswoman Maria Zakharova warned that any foreign military presence in Ukraine would be considered a threat to Russia and would lead to a direct conflict with NATO. Russian Foreign Minister Sergey Lavrov stated that the presence of NATO forces on Ukrainian soil, under any flag or designation, constitutes a threat to Russia, emphasizing that Moscow would not accept it under any circumstances.
Meanwhile, after Russian President Vladimir Putin proposed bilateral talks with Kyiv for the first time since the outbreak of war, his Ukrainian counterpart Volodymyr Zelensky said on Monday evening that his country was looking forward to discussing a halt to attacks on civilian targets.
Zelensky did not respond directly to Putin's proposal, but in his televised address late at night, he said Ukraine was "ready for any dialogue" that would address a ceasefire that would stop attacks on civilians.
Russia and Ukraine expressed their readiness for further ceasefire agreements after a 30-hour truce declared by Moscow over the weekend for Easter. Both sides accused each other of violating the ceasefire.
Zelensky revealed that Kyiv will send a delegation to London to meet with officials from the United States and Europe on Wednesday.
The London talks are an extension of a meeting held in Paris last week in which the United States and European countries discussed ways to end the war that has been going on for more than three years.
The Russian president told a reporter from state television that fighting had resumed after the end of the Easter ceasefire he had unilaterally declared. He added that Moscow was open to any peace initiatives and that he expected a similar stance from Ukraine.
He added: “We have always talked about this…that we have a positive attitude towards any peace initiatives. We hope that representatives of the Kyiv regime feel the same.”.
Interfax news agency later quoted Kremlin spokesman Dmitry Peskov as saying: “When the president said it was possible to discuss the issue of not bombing civilian targets, including at the bilateral level, the president meant negotiations and discussions with the Ukrainian side.”.
It is worth noting that no direct talks have taken place between the two sides since the first weeks following the start of the Russian-Ukrainian war in February 2022.

The age restrictions stipulate that entry is permitted for men aged 55 and over, women aged 50 and over, and children up to the age of 12, provided they are accompanied by a first-degree relative. All permits are subject to security approval.
In a procedural precedent, the statement indicated that worshippers are required to undergo "digital documentation" at crossings and military checkpoints, in order to guarantee and confirm their return to their places of residence in the West Bank at the end of the prayer day, adding a new procedural burden to the movement of people.
A huge gap between capacity and the allowed number
These restrictions create a massive gap between the capacity of Al-Aqsa Mosque and the permitted number of worshippers. Estimates indicate that the Al-Aqsa compound can accommodate between 350,000 and 400,000 worshippers when all its courtyards and prayer areas are full, a scene familiar in previous years when hundreds of thousands of worshippers would flock to the site.
