At the beginning of the session, the Crown Prince briefed the Cabinet on the contents of the message sent by the Custodian of the Two Holy Mosques, King Salman bin Abdulaziz, to the President of the Republic of Indonesia, President Prabowo Subianto, and on the contents of his meeting with King Abdullah II bin Al-Hussein, King of the Hashemite Kingdom of Jordan, during which the emphasis was placed on standing fully with the brothers in Palestine and Lebanon, and continuing to provide humanitarian aid to alleviate their suffering.
The Crown Prince also briefed the Council on the results of his official visit to the Arab Republic of Egypt, his talks with President Abdel Fattah al-Sisi, and the confirmation of the strong relations between the two brotherly countries and the shared desire to enhance cooperation between them in all fields.
In this context, the Cabinet expressed its hope that the formation of the Saudi-Egyptian Supreme Coordination Council, chaired by the Crown Prince, Prime Minister, and the President of the Arab Republic of Egypt, and the signing of the agreement to encourage and protect mutual investments between the two governments, will contribute to strengthening bilateral relations and pushing them towards broader horizons, in order to achieve common interests.
On the domestic front, the Cabinet approved the establishment of a College of Medical Sciences in Jeddah. The Cabinet also commended the Ministry of Interior's efforts in combating drugs, apprehending smugglers and traffickers, and the achievements and successes made in confronting this scourge. The most recent of these successes was the uncovering and dismantling of a criminal network involved in smuggling and distributing drugs in the Riyadh region. Furthermore, the Cabinet acknowledged the Ministry's continued international efforts to thwart smuggling attempts in coordination with counterpart agencies and relevant authorities in brotherly and friendly nations.
Minister of Information Salman Al-Dossari explained in his statement to the Saudi Press Agency following the session that the Council discussed the overall participation of the Crown Prince, Prime Minister, in the Gulf-European Summit held in Brussels, Belgium, and the fruitful meetings held to expand the scope of joint, regional and international cooperation.
The Cabinet expressed its welcome for the Kingdom’s hosting of the Gulf-European Summit in 2026, and its hope that it will be an additional boost to relations between the two sides, in light of the success achieved by the vision of the Custodian of the Two Holy Mosques, King Salman bin Abdulaziz, to enhance joint Gulf action in activating strategic international partnerships with other groups.
The Council commended the joining of eleven countries to the (Green Middle East Initiative), expressing hope that more countries would join to contribute to achieving the ambitious goals of this initiative launched by the Crown Prince, Prime Minister, to be a global model for combating climate change.
The Cabinet affirmed that the Kingdom’s hosting of the 27th World Energy Congress in 2026 embodies its prominent role in the energy sector, its continued leadership in achieving energy transformations, and its adoption of pioneering initiatives in this field to reach a more prosperous and sustainable future locally and globally.
The Minister of Information stated that the Council commended the decisions issued by the (thirty-fifth) session of the Council of Arab Ministers of the Environment to activate joint action mechanisms, including granting Riyadh the title of Arab Environment Capital for two years, and crowning the (Saudi Green Initiative) with the Environmental Excellence Award at the level of the government sector.
The Cabinet then followed up on the developments and events on the regional scene, and the international efforts made regarding them, appreciating the support and endorsement that the Kingdom’s proposal to hold a joint Arab-Islamic follow-up summit in Riyadh received, and looking forward to the summit issuing decisions that contribute to stopping the Israeli aggression and protecting the legitimate rights of the brotherly Palestinian people.
The Council expressed its support for the joint statement issued by the “Allies for Saving Lives and Peace in Sudan” group, reiterating the Kingdom’s firm positions regarding preserving the security, safety and stability of this brotherly country, and supporting it in facing the developments and repercussions of the current crisis.

The Council reviewed the topics on its agenda, including topics that the Shura Council had participated in studying. It also reviewed the conclusions reached by the Council of Political and Security Affairs, the Council of Economic Affairs and Development, the General Committee of the Council of Ministers, and the Council of Ministers’ Experts Committee regarding these topics. The Council concluded the following:
- Authorizing the Minister of Foreign Affairs - or his representative - to discuss with the Canadian side the draft memorandum of understanding on political consultations between the Ministry of Foreign Affairs of the Kingdom of Saudi Arabia and the Canadian Ministry of Foreign Affairs, Trade and Development, and to sign it.
- Authorizing the Minister of Investment - or his representative - to discuss with the Estonian side the draft memorandum of understanding between the Government of the Kingdom of Saudi Arabia and the Government of the Republic of Estonia for cooperation in the field of promoting direct investment, and to sign it.
- Approval of a memorandum of understanding between the Oversight and Anti-Corruption Authority of the Kingdom of Saudi Arabia and the Independent Anti-Corruption Commission of the Hong Kong Special Administrative Region of the People’s Republic of China in the field of preventing and combating corruption.
- Authorizing the Chairman of the Board of Directors of the Education and Training Evaluation Commission - or his representative - to discuss with the Kuwaiti side the draft memorandum of understanding between the Education and Training Evaluation Commission in the Kingdom of Saudi Arabia and Kuwait University in the State of Kuwait for cooperation in the field of measurement, evaluation and accreditation, and to sign it.
- Approval of a memorandum of understanding between the Saudi Authority for Intellectual Property and the World Intellectual Property Organization regarding the establishment of a trust fund for development projects in the field of intellectual property.
- Approval for the Saudi Association of Internal Auditors to discuss with the Australian Institute of Internal Auditors the draft memorandum of understanding between the Saudi Association of Internal Auditors in the Kingdom of Saudi Arabia and the Australian Institute of Internal Auditors in Australia to cooperate in the field of internal auditing, governance and compliance, and to sign it.
– Approval to establish a College of Medical Sciences in Jeddah Governorate.
- Approval of the final accounts of the King Fahd Causeway Authority, the Saudi Center for Economic Business, and the National Program for Community Development in the Regions, for previous fiscal years.
The Cabinet also reviewed a number of general topics on its agenda, including annual reports from the Ministry of Energy, the General Authority for Real Estate, the Local Content and Government Procurement Authority, the Education and Training Evaluation Commission, the General Organization for Social Insurance, the National Center for Meteorology, the National Center for Sustainable Agriculture Research and Development (Estidama), and the Royal Institute of Traditional Arts. The Cabinet took the necessary action regarding these topics.
