The Ministry of Interior has launched the Shams Security System project, which aims to establish general rules for transferring information of those dealing with the relevant sectors to the Shams Security System, and to determine the mechanism for controlling violations and the penalties resulting from them.
The system includes 14 articles, the most important of which is: its application to 22 sectors that practice the activities of tourist accommodation facilities, rental of rest houses and the means used in renting them, and car rental.
It also includes activities such as buying gold and jewelry from the dealer, including valuable watches, transporting passengers between cities within the Kingdom or to outside it, transporting vehicles, sports centers, in addition to selling vehicles whose registration has been cancelled (scrap shops).
The activities covered by the Shams system include the rental platform or any entity licensed to rent, the transportation platform, residential complexes, private security companies, aviation clubs, gun shops, military clothing shops, electronics shops, shipping companies, express shipping companies (postal parcels), airline offices, hospitals, youth hostels, shooting clubs, and public parking lots. The minister may add any activity he deems appropriate.
The Ministry, in cooperation with the Authority, shall coordinate with government agencies to ensure their connection to the Shams system, and determine the type of information that must be entered into the system, including reporting violations of the provisions of this system. The mechanism for exchanging that information and how government agencies can benefit from it shall be determined according to the policies followed by the Authority.
The Ministry, in cooperation with the Authority, shall also develop a mechanism and take the necessary measures to ensure that the relevant sectors are enrolled in the Shams system before issuing or renewing a business license.
The sectors concerned with implementing the system must commit to subscribing to the Shams system, registering information immediately from the start of dealing with the client, registering information completely and correctly, and submitting an alert notification through the system indicating that there are no operations at the facility that require registration in the Shams system.
According to the project, anyone who violates the provisions of this system, violations related to subscription, will be punished with a fine of 10,000 riyals in the event of operating the activity without subscription, and the fine will be doubled by 25,000 riyals if the concerned sector does not subscribe within 30 days from the date of registration of the violation on the National Violations Platform (Efaa).
The activity will be suspended until the subscription is completed, within 30 days from the date of recording the violation, provided that this is done after coordination with the relevant government agencies, taking into account not harming those dealing with the establishment.
Fines and suspension of activity
As for violations related to the transfer of customer information, those who commit them will be punished with an electronic warning when the violation is committed for the first time, and with a fine of 5,000 riyals in the event of the same violation being repeated for the second time.
The fine is doubled by 25,000 riyals if the same violation is repeated for the third time, and the activity is suspended for a period not exceeding 60 days if the same violation is committed for the fourth time, after coordination with the relevant government agencies, taking into account that no harm is caused to those dealing with the establishment.
The regulations stipulate that participation in the Shams system is mandatory for all sectors covered by this system and its implementing regulations. Data is submitted via the Shams website or through electronic linking if the sector already has an electronic system in place. The Minister determines the fee for participation in the Shams system.

The Iraqi Ministry of Interior, in an official statement issued this evening (Friday), categorically denied the validity of the news circulated by some social media platforms and media outlets, which claimed that gunfire had occurred from the Kuwaiti side towards one of the border points belonging to Basra Governorate in southern Iraq.
The ministry explained in its statement that this information is completely false, stressing that no security breach or incident of this kind has been recorded in the area of responsibility, and that the movement and security situation along the border strip between the two countries is proceeding in a very normal and stable manner, amid mutual security coordination to control the borders and prevent any violations.

This swift and decisive denial comes to block any attempts to escalate the situation in the media, and to confirm the strength of the ongoing security coordination between the border guard forces in both countries to prevent any illegal activities, thus ensuring the continuation of calm and stability in this sensitive regional area.
