The binding parliamentary consultations called for by Lebanese President Joseph Aoun concluded today (Monday) with the appointment of Judge Nawaf Salam to form the first government of the new era.

Nawaf Salam’s victory comes in the context of developments and changes taking place on the Lebanese scene since Joseph Aoun was elected President of the Republic a few days ago. The Prime Minister-designate received 84 votes, ahead of Najib Mikati, who received 9 votes, compared to 35 votes without naming him.

This victory was bolstered by the votes of the "Strong Lebanon" bloc, led by MP Gebran Bassil, the "Democratic Gathering" bloc, led by MP Taymour Jumblatt, the "National Moderation" bloc, and the "Independent Consultative Gathering," all of whom joined the opposition, which had firmly maintained its position that the new era needed fresh blood. Meanwhile, MPs from Hezbollah and the Amal Movement abstained from nominating a candidate, with Hezbollah threatening to invoke the principle of consensus, thus potentially preventing or obstructing the anticipated government formation process. Salam currently heads the International Court of Justice in The Hague.

The binding parliamentary consultations, as stipulated by the constitution, come four days after Aoun was elected president.

According to the constitution, the president of the republic names the prime minister, based on the results of parliamentary consultations, and assigns the task to the candidate who receives the largest number of votes.

But appointing a new prime minister does not mean that the formation of the government is imminent, as the task of forming it takes weeks or perhaps months, due to the divisions and conditions set by the political blocs.

President Aoun launched parliamentary consultations yesterday, and held his first meeting within the framework of the consultations with Deputy Speaker of Parliament Elias Bou Saab, who refrained from naming a new head of government, and said that “disagreement and trying to break one team at the expense of another in the premiership will lead to a crisis.”.

MPs Fouad Makhzoumi and Ibrahim Mneimneh announced their withdrawal from the candidacy in favor of Judge Nawaf Salam, thus limiting the confrontation to Mikati and Nawaf Salam, who was nominated through intensive consultations among opposition and change MPs.

Makhzoumi said he withdrew to allow for consensus on the name of Judge Nawaf Salam, adding that he made the decision "based on his conviction that having more than one opposition candidate would inevitably lead to everyone losing." He asserted that Lebanon needs "a radical change in the approach to governance, and a government that meets the sovereign and reformist aspirations of the new era.".
