The Governor of the General Authority for Military Industries, Engineer Ahmed bin Abdulaziz Al-Ohali, revealed that the localization rate of military spending has reached 19.35%, compared to 4% in 2018, with the goal of localizing more than 50% of government spending on military equipment and services by 2030. He also noted an increase in the number of authorized and licensed facilities in the military industries sector, reaching 296 facilities by the third quarter of 2024. He pointed out that the Authority has created supply chains in the military industries sector, enhanced military purchases from local companies with a value of 13 billion riyals, and manufactured local drones that operate in the field, established sustainability companies for many defense systems, and manufactured fast interceptor boats.

This came during his speech at the dialogue session “Integrating Government Efforts in Developing Local Content”, as part of the Local Content Forum 2024 held in Riyadh.

Al-Awahli explained that developing local content is one of the most important priorities and objectives of the Kingdom’s Vision 2030, which the General Authority for Military Industries has worked on. The percentage of local content in companies operating in the military industries sector has reached 38%, and its contribution to the gross domestic product is estimated at 5 billion riyals, with the launch of 11 policies and regulations for legislation related to the military industries sector, in order to raise the level of governance in the sector and enhance investor confidence in it, and contribute to raising the rates of local content, and building new capabilities in the field of manufacturing and providing services, which contributes to local content, and creates many quality job opportunities.

He pointed to the support for developing local content through the signing of more than 4 framework agreements that included 70 items, in addition to about 80% of spending on clothing, military equipment, weapons, and ammunition. The value of the contracts was estimated at one billion riyals, with a savings rate of 20%. The volume of these agreements is expected to grow to 1.6 billion riyals, and the entire amount will be spent in the local market. He noted the support for local manufacturers in facilitating the acquisition of licenses and providing an attractive investment environment that supports national and international companies to enhance local content through several initiatives, including the application of zero value-added tax on locally manufactured military goods, financial incentives, and the preparation of industrial sites. He pointed out that the Authority is working on signing more than 53 industrial participation programs worth approximately 35 billion Saudi riyals with local and international companies, including approximately 13 billion Saudi riyals in purchase orders for local companies.

Al-Awahli emphasized the investment in digital transformation technologies in developing local products to meet the needs of the military market through the launch of the unified platform for military industries, which represents a unified structure for all services provided to beneficiaries, automating all services and using the latest means of technology, data science and artificial intelligence for several tasks, including predicting the demand for military products and services, which contributes to building local capabilities for local manufacturing. In addition, the Authority works with the General Authority for Defense Development (JAD) platform on research and development programs for defense products and benefiting from the latest digital transformation and reverse engineering technologies, in addition to launching the human resources strategy for the military industries sector in 2022, with several national initiatives, the most important of which is the establishment of the National Academy for Military Industries to accommodate 2,000 male and female students annually in technical and engineering specializations, with a scholarship and secondment program and educational and training programs that have benefited more than 850 employees working in the private sector.
