The National Center for Environmental Compliance announced the successful completion of the "Response 16" exercise in Jazan, which simulated a hypothetical oil spill of approximately 15,000 barrels at sea and involved combating and cleaning up the pollution should it reach and spread across a wide area of ​​the region's coastline. Engineer Rakan Al-Qahtani, the exercise leader for Response 16, explained that the response and interaction rate with this type of environmental incident increased significantly in this exercise, by 25%, compared to "Response 13" last year. This reflects the effectiveness of the planning and the integration of roles in the field among all participating entities, which exceeded 44 government and private agencies in this iteration.

Al-Qahtani added that activating and improving the technologies used in monitoring and control, which are implemented by the (Sail) Marine Works Company, contributed to raising the level of response to these incidents, referring to a mobile monitoring room and aerial monitoring capabilities using drones, which supports decision-makers with direct information during the implementation of the scenario. To raise readiness and enhance coordination, the “Response 16” scenario adopted in the exercise was prepared based on the environmental risk record in the region, with the addition of a command and operations structure that enhances performance efficiency and clarifies the distribution of tasks during emergencies among the participating entities. A significant improvement in response time was observed, with a high percentage compared to the “Response 13” exercise, at 25%. In a related context, Saad Al-Mutrafi, the official spokesperson for Exercise "Response 16," explained that more than 820 national personnel from various sectors participated in the exercise, demonstrating their high level of competence and technical capabilities. This included their work on emergency vessels, pollution-dispersing aircraft, and fast patrol boats, as well as the ground units that established a security perimeter around the simulated affected areas. This perimeter utilized 15 skimmers, 3,800 meters of rubber barriers, and hundreds of other barriers and absorbent pads. Al-Mutrafi noted that the exercise's success stemmed from the cooperation, coordination, and integration among all security, health, and environmental sectors, along with private sector entities present in the exercise area, such as the sports stadium beach and the youth beach. He also acknowledged the role of the maritime operations command, which is operated by Seal Marine Works Company.

Al-Mutrafi said that the participating entities proved their ability to deal with multiple scenarios without disrupting maritime traffic, halting fishing operations, affecting natural habitats and the marine environment, causing the death of living organisms, or impacting vital sites in the region. He added that the numbers recorded for each entity in dealing with emergency situations are higher compared to previous exercises, and that the entities possess a high capacity and readiness to deal with unconventional conditions, for which several scenarios have been developed, according to which the necessary equipment and human resources capable of protecting the marine environment, the economy, and people are assessed.
