Consulting with stakeholders to determine air navigation service fees
The Civil Aviation Authority is seeking opinions on the economic regulations for air navigation services, with the aim of regulating service fees and procedures
The Civil Aviation Authority is seeking opinions on the economic regulations for air navigation services, with the aim of regulating service fees and organizing contractual relationships between airport operators and airspace users to ensure transparency and fairness, and to create a competitive environment and fair prices for all, in order to avoid any monopolistic practices for services and manipulation of their prices.
The project outlines procedures for imposing air navigation service fees based on cost calculations, with costs to be distributed among different categories of airspace users. Service providers are required to supply the authority with information regarding actual costs and information related to the movements of instrument flight rules
The regulations also stressed the need to consult with service providers when setting or updating fees, and to consult with airspace users or their representatives and airport operators regarding the determination of expected costs
The Authority issues the economic license to the entity established in the Kingdom and to provide proof of this, and to provide a valid Saudi commercial registration, and to provide proof of experience for a period of no less than three years in one of the airports of the Kingdom or in any other country, or for the applicant to prove his ability to provide operational experience. The economic license is considered the property of the licensee, and it is prohibited to transfer or assign it. The license must include the category of air navigation services, and the place where these services are provided.
The regulations stipulate that the duration of economic licenses is five years from the date of issuance, renewable. The licensee wishing to renew his economic license must submit a renewal application to the Authority at least 90 days before the expiry date of his license.
Air navigation service providers must adhere to key performance indicators (KPIs) and air navigation service performance monitoring indicators in each of the key performance areas. Airport operators may establish additional KPIs and monitoring indicators. The Authority may impose fines or provide incentives related to air navigation service providers' adherence to KPIs.
Any person may submit a complaint to the competent department of the Authority regarding any violation of the provisions of the regulations. The Authority shall send a notice of the complaint to the concerned parties, and they must submit a response to it within the time period specified in the notice. After receiving the response to the complaint, it may take one of the following actions: issue a notice directed to the violator to implement corrective measures, issue a reasoned decision to reject the complaint, and refer it to the Committee for Considering Violations of the Provisions of the Civil Aviation System.
The regulation stressed that if the party concerned with the complaint does not respond within the time period specified in the notification, the Authority shall issue its decision in accordance with the data available to it. The Authority shall consider violations of the provisions contained in this regulation and issue appropriate penalty decisions for them. The decision issued with penalties shall be submitted to the Authority for approval. It is permissible to appeal the decisions issued before the Board of Grievances within the period specified in the Law of Procedures before the Board of Grievances from the date of notifying the concerned parties of the decision.

His Highness Prince Faisal bin Farhan bin Abdullah, Minister of Foreign Affairs, received a written message today, Monday, from His Excellency Fuad Hussein, Deputy Prime Minister and Minister of Foreign Affairs of the Republic of Iraq. The message addressed the deep-rooted fraternal relations between the two brotherly countries, and discussed ways to support and strengthen them in various fields to serve their common interests.
The message was received on behalf of His Highness the Minister of Foreign Affairs by His Excellency the Undersecretary of the Ministry for Multilateral International Affairs, Dr. Abdulrahman bin Ibrahim Al-Rassi, during his meeting today at the Ministry’s headquarters in Riyadh with the Ambassador of the Republic of Iraq to the Kingdom of Saudi Arabia, Safia Taleb Al-Suhail.
During the reception, the strong bilateral relations between Riyadh and Baghdad were reviewed, and a number of regional and international issues of common interest were discussed, within the framework of ongoing coordination between the two countries.

In a significant development in the complex diplomatic relations between Tehran and Washington, Hamid Ghanbari, Iran's Deputy Foreign Minister for Economic Affairs, revealed a new Iranian strategy aimed at linking a return to the nuclear agreement to tangible economic benefits for the United States. Ghanbari explained that Tehran seeks an agreement that encompasses not only political and nuclear aspects but also includes mutual economic benefits to ensure the agreement's sustainability.
The Iranian official indicated that the current negotiations directly address vital issues, including shared interests in oil and gas fields, as well as joint fields and investments in the mining sector.
