The Albanian capital, Tirana, witnessed, during the period from 12 to 14 Muharram 1447 AH corresponding to 7 to 9 July 2025, the convening of the Saudi Universities Graduates Forum from the Balkan countries, in a major scientific and cultural event organized by Imam Muhammad Ibn Saud Islamic University, under the generous patronage of the Ministry of Education, with the participation of Umm Al-Qura University and the Islamic University of Madinah, and the presence of an elite group of scholars and academics from Albania, Kosovo, Bosnia, North Macedonia, Serbia, Montenegro, Bulgaria, and Greece.

The forum, which brought together dozens of graduates from Saudi universities, affirmed the depth of scientific and cultural relations between the Kingdom of Saudi Arabia and the Balkan countries, and highlighted the pivotal role played by these graduates in their societies, with the moderate Islamic values ​​and humanistic civilizational vision they acquired within the realm of Saudi higher education.

The forum sessions focused on a number of key issues, most notably: correcting the mental image of Islam, promoting moderate discourse, supporting Arabic language education, reviewing the Saudi experience in combating extremism, in addition to discussing mechanisms to empower Saudi university graduates to serve their communities scientifically and intellectually.

In this context, Sheikh Nusrat Ramadan, a graduate of the Islamic University of Madinah from the Republic of North Macedonia, expressed his deep appreciation for the Saudi leadership, praising the great support that the Kingdom provides to the education process in the Balkan countries, stressing that the graduates today represent bridges for peace and cultural communication in Europe.

The President of the Islamic University of Madinah, Dr. Saleh bin Ali Al-Aqla, delivered a speech in which he urged the graduates to adhere to the etiquette of dialogue and moderation, saying: “I advise you to obey your leaders and scholars, for they are the key to security and the secret to unity. Be respectful when you disagree, and have open minds towards others, for you are the children of the message of moderate, tolerant, and balanced Islam.”

The forum concluded with a number of recommendations calling for strengthening cultural and educational partnerships between the Kingdom and the Balkan countries, and activating scientific research programs on the reality of Muslims in Europe, in order to contribute to building bridges of understanding and cooperation in facing the challenges of the era.

The General Authority for Roads announced the issuance of more than 5,500 permits to regulate work on the road network in the Kingdom of Saudi Arabia during February 2026, as part of its ongoing efforts to raise the efficiency of planning and operation and ensure the application of the highest standards of safety and quality on roads, in line with the strategic objectives of the roads sector.

Details of issued permits and performance figures

Official statistics released by the authority revealed that a total of 5,511 permits of various types were issued during February. Permits for exceptional loads accounted for the largest share of these, totaling 5,082, reflecting the growing logistical activity and active transport traffic on the Kingdom's roads.

Regarding construction and service works, the Authority issued 237 permits for excavation work, in addition to 3 permits for extending excavation periods, while it received and processed 189 clearance requests. These precise figures confirm the Authority's commitment to regulating all work carried out within the road right-of-way to ensure that traffic flow and infrastructure are not affected.

His Excellency the Minister of Islamic Affairs, Dawah and Guidance, Sheikh Dr. Abdul Latif bin Abdulaziz Al-Sheikh, issued an urgent directive to all branches of the Ministry throughout the Kingdom of Saudi Arabia, mandating the immediate completion of all necessary preparations and arrangements for the Eid al-Fitr prayer of 1447 AH. This directive comes as part of the ongoing efforts to prepare mosques and Eid prayer grounds to receive worshippers in an atmosphere of tranquility and devotion.

Setting prayer times and preparing prayer areas

The ministerial circular included a precise time for the Eid prayer, directing that it be held fifteen (15) minutes after sunrise, according to the Umm al-Qura calendar, in all regions of the Kingdom. The directive also emphasized holding the prayer in open-air Eid prayer grounds, in addition to large mosques in the regions, with the exception of mosques adjacent to prayer grounds or those located in uninhabited centers and villages, where the designated Eid prayer ground in those areas is sufficient.

The emphasis on holding Eid prayers in open-air prayer grounds stems from a revival of the Sunnah (practice) of the Prophet Muhammad (peace be upon him).
