Qassim police arrest a harasser: Details and legal penalties
Qassim police announced the arrest of a Yemeni resident on charges of harassing a woman. Learn more about the incident, the suspect's name, and the penalties stipulated in the Saudi anti-harassment law.

As part of the Ministry of Interior's ongoing efforts to enhance community security and ensure the enforcement of regulations, the Qassim Region Police announced the arrest of a Yemeni resident named Adnan Ali Hassan, in direct coordination with the General Directorate of Community Security and Combating Human Trafficking. Hassan was apprehended for his involvement in the harassment of a woman. Security authorities confirmed that the suspect was immediately detained and all initial legal procedures were initiated against him, prior to his referral to the Public Prosecution for further investigation and the application of the law.
Context of the anti-harassment system in the Kingdom
This incident comes amidst the strict enforcement of the anti-harassment law in Saudi Arabia, which was issued by royal decree in 2018 (1439 AH). This law primarily aims to combat and prevent harassment, punish perpetrators, and protect victims, thereby safeguarding individual privacy, dignity, and personal freedom as guaranteed by Islamic law and applicable regulations.
The law defines harassment as any statement, action, or gesture with sexual connotations made by one person towards another that violates their body, honor, or modesty, by any means, including modern technology. Penalties under this law include imprisonment for up to two years and a fine of up to 100,000 riyals, or one of these two penalties. In specific cases, the penalty is increased to imprisonment for up to five years and a fine of 300,000 riyals.
The importance of public shaming and deterrence
Announcing the name of the accused (Adnan Ali Hassan) and publishing his photograph or details of his crime is part of the amendments to the Anti-Harassment Law. The Cabinet authorized the inclusion in the judgment specifying the penalty and stipulating the publication of a summary of the ruling in local newspapers at the convicted party's expense. This measure reflects the high level of transparency with which security agencies handle such cases and reinforces the principle of general and specific deterrence, emphasizing that there will be no leniency towards anyone who dares to threaten the security and safety of members of society.
Social and security impact
Addressing and swiftly handling such cases enhances the sense of security among citizens and residents, and underscores the efficiency of the Kingdom's security system. This aligns with the goals of Vision 2030 to create a safe and crime-free society, as the state prioritizes protecting women, children, and all segments of society from any behavioral transgressions, thus contributing to a higher quality of life and greater social stability.
