New executive regulations for the delivery of orders activity

The Transport Authority has announced its new executive regulations governing delivery services, aiming to improve service quality and ensure operational safety. A key provision of these regulations is the prohibition of operating without a license . This means that any company or individual wishing to provide delivery services must first obtain official authorization from the Authority.

Restrictions on products and delivery

The regulations included a clear ban on displaying or delivering tobacco products . They also prohibited delivering more than one order to a cyclist at a time, in order to ensure focus and safety while riding.

License duration and renewal procedures

The authority has set the license duration at three years, with the possibility of renewal. The renewal application must be submitted 180 days before the expiry of the current license. A "restricted license" may also be issued for 60 days to give companies the necessary time to fulfill all requirements before commencing actual operations.

Terms and conditions for obtaining a license

The regulations stipulate that companies wishing to obtain a license must meet a set of stringent requirements. These include submitting a valid commercial registration that includes delivery services as an activity, and registering the trademark for the technology system used. In addition, valid social security, zakat, and income tax certificates are required.

Integration with the Authority's electronic platform is another essential requirement to ensure effective data exchange between the company and the Authority.

Target groups and required standards for drivers and vehicles

The regulations address two main categories: licensed establishments and Saudi individuals who use their own vehicles. For drivers employed by establishments, a valid driver's card is required. Individual Saudi drivers must possess a valid driver's license and a certificate of good conduct.

Vehicles also have special requirements:

  • A valid “operating card” for establishments.
  • It must be owned by the driver or, for individuals, actually used by them, with a valid insurance policy and periodic technical inspection.

Carrier and driver obligations towards customers

Order integrity and non-tampering:

  • Special containers must be provided for materials that require specific temperatures.
  • Providing electronic payment options and informing the beneficiary of the service price details and cancellation mechanism before confirming the order.
  • <strongتمكين العملاء من تقييم عملية النقل والسائق بعد الانتهاء منها.

“Respecting the privacy of customer data” : The regulation stressed the need for drivers to refrain from violating the privacy of customer data and to comply with the laws and regulations in force in this field.

Summary and expected impact

This new regulation aims to enhance the quality and safety of delivery services, ensuring that both companies and individual drivers adhere to high standards of operation and customer service. By doing so, it not only protects consumers but also supports the development of a more reliable and efficient delivery industry in the region, ultimately benefiting everyone involved in the process from businesses to end-users.

Completion of the first phase of transferring terminals at King Khalid International Airport

Riyadh Airports Company announced the successful completion of the first phase of its terminal relocation plan at King Khalid International Airport, the largest operation of its kind since the airport's establishment. This strategic step comes as part of the Kingdom's efforts to enhance the civil aviation sector and improve the passenger experience, in line with the objectives of the National Transport and Logistics Strategy and the Kingdom's Vision 2030.

Details of the first phase and national carriers

The first phase of the relocation process officially began on February 16, with Terminals 1 and 2 being exclusively dedicated to international flights operated by the national carriers: Saudi Arabian Airlines, Riyadh Airlines, Flynas, and Flyadeal. This allocation aims to consolidate the national carriers' operations in one location, directly contributing to increased operational efficiency, reduced travel time, and smoother passenger flow within the airport.

Timeline for upcoming phases

According to the announced operational plan, the transfer operations will continue to include substantial changes in the distribution of flights in the coming days, as follows:

  • February 24: Terminal 4 will be designated for domestic flights of national carriers, with domestic flights distributed between Terminals 3 and 4 to facilitate the movement of connecting (transit) passengers.
  • February 25: International flights of foreign carriers will be transferred entirely to Terminal 5.

Unprecedented field support and logistical facilities

To ensure the success of this complex operation and avoid any disruption for travelers, Riyadh Airports provided a comprehensive field support system. This system included deploying more than 650 guides throughout the airport to direct passengers and answer their inquiries. The company also offered a package of logistical facilities, including free parking for the first hour and free transportation between terminals via various means, including taxis, the Riyadh Metro, and shuttle buses departing every four minutes.

Strategic importance and general context

This move is of paramount importance, extending far beyond simply redistributing terminals; it comes at a time when the Kingdom is experiencing rapid growth in travel and tourism. King Khalid International Airport is the main gateway to the capital, Riyadh, and these changes are designed to prepare it to accommodate the anticipated increase in passenger numbers, especially with the imminent launch of commercial operations by Riyadh Airlines. Transforming the airport into an efficient hub that facilitates connections between domestic and international flights is a cornerstone for establishing Riyadh as a global air transport destination.

In closing, the company urged all travelers to check the details of their flights and the new lounges allocated to them by contacting the airlines or via the airport's interactive WhatsApp service (920020090), stressing its full commitment to providing a smooth and comfortable travel experience during the transition period.
