In a strategic move aimed at developing the regulatory infrastructure of the tourism sector, the Saudi Ministry of Tourism has proposed significant amendments to the Travel and Tourism Services Regulations. These amendments are designed to keep pace with the sector's rapid growth and to enhance the Kingdom's position as a leading global tourist destination, in line with the goals of Vision 2030.
Strategic context: Vision 2030 and tourism transformation
These regulatory reforms are an integral part of the National Tourism Strategy, which aims to diversify the Kingdom’s economic revenue streams and reduce its reliance on oil. The Kingdom seeks to attract 150 million tourist visits by 2030 and develop unique tourism destinations such as NEOM, the Red Sea Project, and AlUla. - Category Two: Travel and Tourism Services (General): This category is more comprehensive, granting the licensee the authority to design and implement integrated tourism programs within the Kingdom. In addition to the services of Category One, it can organize transportation, airport transfers, and departures; arrange bookings for events, museums, and restaurants; provide special services for VIPs; and offer catering and chartered transportation services.
Strict controls to ensure quality and protect rights
The amendments were not limited to reclassification; they also established precise requirements for obtaining and renewing licenses. Among the most prominent of these requirements are a valid commercial registration, a municipal license for the location, verification of online platforms, and the provision of a financial guarantee or insurance policy specified by the Ministry. This guarantee aims to protect tourists' rights and ensure the establishment's ability to meet its financial obligations, particularly in cases of default or cancellation of bookings.
The project also stressed the need to obtain prior approval from the ministry before any substantial change in activity, such as temporary or permanent closure, change of location, or transfer of ownership, while obligating the licensee to terminate all its obligations towards customers first.

The amendments placed particular emphasis on tourist protection, dedicating an entire chapter to the ongoing obligations of service providers. These obligations include complete transparency in pricing, protecting tourists' data and privacy according to the highest standards, and providing effective channels for responding to complaints around the clock. The amendments also require establishments to guarantee the advertised service quality, provide a licensed tour guide for each tourist group, and strictly adhere to security and safety standards.

The Madinah Municipality has completed comprehensive maintenance of 10 bridges and 10 tunnels, as part of its efforts to improve infrastructure and raise the quality of life for residents and visitors in line with Vision 2030.
The Municipality of Madinah announced the completion of a series of intensive maintenance and cleaning works during December 2025, which included 10 pedestrian bridges and 10 vital tunnels throughout the city. These efforts are part of the Municipality's ongoing operational plans aimed at enhancing infrastructure efficiency, strengthening traffic safety standards, and improving the quality of municipal services provided to both residents and visitors.
These projects are of particular importance given Medina's status as one of the world's most important religious destinations, receiving millions of visitors annually for Hajj and Umrah pilgrimages and to visit the Prophet's Mosque. This massive influx of people places constant pressure on the road network and public facilities, making regular and preventative maintenance vital to ensuring smooth traffic flow and the safety of all. The efforts also encompassed the maintenance of 372 linear meters of expansion joints and the execution of road works spanning 2 kilometers, contributing to improved road conditions and a reduction in potholes and cracks.
