This 35-page guide serves as an effective tool to facilitate access to urban development projects and assess their anticipated impact on the surrounding road network. It also aims to mitigate risks arising from the unplanned use of the network, thereby enhancing traffic safety and protecting public health by providing a safe and clean urban environment.
Classifying urban development projects according to their traffic impact
The ministry divided urban development projects into three main levels based on the volume of traffic generated during peak periods:
Level One: Studying Entrances and Exits
This level includes small projects such as limited residential complexes or offices and shops, with fewer than 100 trips during peak hours. These projects generally do not require detailed studies, except for some commercial activities that need to specify their entrances, exits, and the number of parking spaces.
Level Two: Studying the Traffic Impact
This pertains to projects generating between 101 and 2,500 trips during peak hours, including residential and commercial towers and central markets. The study extends to surrounding streets and intersections that are impacted by the new facility by more than 5% of their capacity.
Level Three: Comprehensive Transport Study
This includes large-scale, mixed-use investments and multi-building projects that generate more than 2,500 trips during peak hours. This level of development requires a comprehensive transportation study to ensure the project integrates seamlessly with its urban surroundings and maximizes its benefits without negatively impacting traffic flow.

The authority clarified that the contracted quantities will be supplied from diverse origins, including European Union countries, North and South America, Australia, and the Black Sea region. Diversifying import sources is a cornerstone of the authority's strategy to mitigate risks associated with global supply chains and ensure a regular flow of grain regardless of global geopolitical or climatic conditions.
Timetable and geographical distribution
The Governor of the Authority, Engineer Ahmed bin Abdulaziz Al-Fares, stated that this contract aims primarily to enhance the strategic stock of wheat and maintain it at safe and reassuring levels, in order to meet the needs of local milling companies and the increasing demand in the market.
Al-Fares indicated that the branches of the National Grain Supply Company “Sabil” will receive the scheduled quantities, which are expected to arrive between May and July 2026. These quantities will be transported via 13 ships distributed among the main ports in the Kingdom as follows:
- Jeddah Islamic Port: 300,000 tons.
- Yanbu Commercial Port: 312,000 tons.
- King Abdulaziz Port in Dammam: 127,000 tons.
- Jazan Port: 55,000 tons.
