"Adding a blacklist to the Library Authority: details and conditions"

The Saudi Ministry of Culture includes a "prohibited list" in the Libraries Authority's licensing regulations

The Saudi Ministry of Culture announced the inclusion of a “prohibited list” within the Libraries Authority’s licensing regulations, based on Article 18 of the regulations issued by Ministerial Decree No. (1750/Q) dated 9 Rabi’ al-Awwal 1447 AH. The regulations comprise 23 articles aimed at organizing the procedures for granting cultural licenses and the mechanisms for monitoring and supervising them.

Regulatory procedures to ensure professional compliance

The article stipulates that the Authority has the power to take various actions when a licensee fails to comply with the provisions of the regulations or licensing rules. These actions include issuing a warning, suspending the license until the violation is rectified, or revoking the license entirely. The Authority may also place the violator on a “blacklist” for a period not exceeding three years if the violation is repeated within six months of the date of any previous action taken against them.

The inclusion of the “prohibited list” is part of Section Four of the regulations, which focuses on cases of non-compliance with the provisions of the regulations or licensing rules. This measure is considered a regulatory step aimed at controlling cultural practices and ensuring professional compliance with licensed activities.

Sections of the regulations and their implementation

The regulations comprise five main sections covering general provisions, licensing, oversight and supervision, cases of non-compliance, and concluding provisions. These regulations are scheduled to come into effect ninety days after their publication in the Official Gazette.

Contextual analysis and the Saudi role

This step reflects Saudi Arabia's commitment to strengthening and regulating its cultural infrastructure in accordance with international standards. The focus on oversight and regulation indicates the Kingdom's desire to ensure the quality of cultural content and provide a supportive environment for creativity and innovation within a clear legal framework.

Saudi positive stance

By adopting such regulations, Saudi Arabia demonstrates its ability to strike a balance between encouraging cultural activities and ensuring compliance with laws and professional standards. This is part of a broader strategy to strengthen the cultural sector as part of Vision 2030, which seeks to achieve comprehensive and sustainable development.

Different viewpoints on the decision

While some view the inclusion of a “blacklist” as overly restrictive and limiting artistic and cultural expression, others consider this measure necessary to ensure content quality and protect the public and society. The decision also reflects the government’s commitment to developing a diverse and thriving cultural sector that serves national and developmental goals.

Ultimately, the inclusion of the “ban list” is an important step towards enhancing transparency and accountability in the Saudi cultural sector, contributing to building an advanced and balanced knowledge society.

As part of the ongoing efforts of the Kingdom of Saudi Arabia to care for its citizens abroad and maintain their safety, the Air Medical Evacuation Plane of the Ministry of Defense Health Services carried out a new humanitarian mission, transporting two Saudi citizens suffering from a critical health condition from Cairo International Airport in the Arab Republic of Egypt to the homeland, in order to complete receiving the necessary health care in specialized hospitals in the Kingdom.

The Embassy of the Kingdom of Saudi Arabia in Cairo closely and directly monitored all aspects of the transfer process from the very beginning. Working in close coordination and cooperation with the relevant Egyptian authorities, the Embassy worked to overcome all obstacles and finalize the necessary administrative and medical procedures to ensure the swift, safe, and smooth transfer of the citizens. This underscores the Embassy's ongoing commitment to monitoring the well-being of Saudi citizens in Egypt and providing them with all forms of support and assistance, particularly in emergency situations and critical health circumstances.

This step comes as an extension of the vital role played by the Saudi Air Medical Evacuation Fleet, one of the largest and most modern medical evacuation fleets in the region. The Ministry of Defense possesses aircraft equipped with the latest medical technologies and staffed by highly qualified personnel, making them essentially "flying hospitals" capable of handling critical cases and transporting them safely over long distances. This initiative reflects the high level of preparedness of the Kingdom's health and military sectors to intervene swiftly and serve citizens wherever they may be.

This event carries significant implications, underscoring the paramount importance the wise leadership places on the health and safety of Saudi citizens. This care extends beyond the Kingdom's borders to encompass citizens worldwide. Medical air evacuations are a cornerstone of the Saudi healthcare system, enhancing citizens' sense of security while traveling and residing abroad, knowing that official bodies are monitoring their situation and intervening immediately when needed.

At the conclusion of the mission, the Kingdom's Embassy in Cairo expressed its sincere thanks and appreciation to the medical and administrative authorities in the Arab Republic of Egypt, who contributed effectively to facilitating the evacuation procedures and providing the necessary care for the two patients before their transfer. The Embassy wished the citizens a speedy recovery and complete health and well-being, praying to God that they would return to their families safe and sound.
