Education: Internal transportation will be available before and during the academic year, not exceeding 15% in the education sector
The Ministry of Education has specified the procedures and mechanism for transferring male and female teachers within educational sectors in education departments in regions and governorates
The Ministry of Education has specified the procedures and mechanism for transferring male and female teachers within the educational sectors in the education departments in the regions and governorates of the Kingdom for the new academic year 1447 AH.
The Ministry clarified in the guide for planning educational job holders in education departments that the transfer of educational job holders (teachers, female teachers, and employees in supervisory and school formations) is done through the Human Resources Department before the start of the academic year and during the year and budget, according to the selection of the approved electronic system, in accordance with the following controls:
1- The Human Resources Department shall develop a plan for transfer procedures, budgeting, increasing the percentage of specialization, identifying schools with surplus capacity, and mechanisms for meeting educational needs, and shall implement it in coordination with relevant authorities, taking into account that the educational process shall not be affected during the academic year.
2- The surplus of educational job occupants is determined according to the authority granted to school principals. If the implementation is not completed within the specified period, Human Resources determines the surplus according to the educational interest, by selecting the teacher with the highest preference if there is a desire to transfer to the school in need, and the teacher with the lowest preference is selected if there is no desire to transfer to the school in need.
3- Transfers are made during the school year to balance the teachers’ shares in all schools of the educational sector or to complete the filling of the deficit, in a way that does not affect the progress of the educational process, taking into account the transfer to the nearest school, and so on, in the interest of education and stability in the field at all stages.
4- Applications for internal transfer are made available based on educational needs only at the level of a segment or school within each educational sector through the approved electronic system, provided that the number of those transferred does not exceed 15% of the total number of occupants of educational positions in the educational sector, and the matter is referred to the Ministry’s Agency for Human Resources in the event of a need by the Education Department.
5- Transferring those who have been assigned more than one semester to meet educational needs to the school to which they were assigned.
6- Transferring teachers of schools that have been closed, merged, or newly established support classes according to educational needs, taking into account the transfer to the nearest school, and so on, in the interest of education and stability in the educational field.
7- Directing the teacher whose assignment has ended and who is returning from assignment in supervisory and school formations, and taking leave for study, and leaves of all kinds, and assignment for teaching, study and scholarship, and qualitative development programs, etc.) during the academic year according to educational need.
8- Payment should be made starting from the secondary stage, then the intermediate stage, then the primary stage.
9- Payment shall be made according to the type and stage of the qualification and specialization of the school to which it is directed.
10- Transferring the surplus of specialists in teaching mathematics, Arabic language, science, and English to the primary level, according to need and budget, to increase the proportion of specialists.
11- Transferring specialists in kindergartens (teachers - school formations from the general education stages (primary - intermediate - secondary) to kindergarten schools, taking into account the transfer to the nearest school, and so on, in the interest of education and stability in the educational field.
12- Transferring specialists in general education (teachers - school formations from the kindergarten stage to other educational stages, taking into account the transfer to the nearest school, then the next nearest, in order to serve the educational interest and stabilize the educational field.
13- The mechanism for determining the transfer of teachers from one school to another within the sector shall be for the following cases:
A- Transferring and providing teachers within the sector according to educational needs, taking into account the transfer to the nearest school, and so on, for the educational interest of stabilizing the educational field.
B - Balancing the teachers' shares in all schools and transferring them to the nearest school within the educational sector, in order to serve the educational interest and stabilize the educational field.
14- When transferring funds for balancing purposes, the following should be considered:
A- The teacher in his primary school should be an extra in accordance with his educational rank after completing the quotas of his colleagues.
B - The average teaching load of teachers in the school to which they are to be transferred must exceed 75% of their teaching load according to their educational ranks.
15- The distribution of transferred or newly appointed educational job occupants shall be in accordance with need and budget through approved electronic systems.
16- Balancing and transfer procedures are carried out within the sector.
17- Transferring teachers of people with disabilities who have not been assigned a teaching load in classes for people with disabilities to teach classes within general education, and they will be treated in terms of teaching loads according to their ranks, and the need will be met in the primary stage.
18- Transferring teachers of people with disabilities who hold a diploma after a bachelor’s degree and have not been assigned a teaching load in classes for people with disabilities to teach classes within general education, and they are treated in terms of teaching loads according to their ranks, and the need is met with a bachelor’s degree specialization according to the stage of their qualification.
19- Transferring gifted teachers specializing in talent and innovation to meet the needs in gifted programs from other schools, and then to meet the educational needs in other specializations, taking into account the specialization and qualification in the intermediate and secondary stages.
20- Those who have been transferred are allowed to submit a new transfer request after three years have passed, and the person in charge may make an exception to this when needed.
21- Implementing the internal transfer of all occupants of educational positions assigned to school and supervisory formations in coordination with the relevant authorities through the approved electronic system in accordance with the approved standard and the needs of their educational sector.
22- Implementation is carried out through the Human Resources Department of the Education Administration, and a report on all implemented procedures is submitted to the Ministry's Agency for Human Resources.

The total fines imposed amounted to approximately 4.2 million Saudi riyals, as a result of these establishments' failure to comply with the regulations and bylaws related to providing pharmaceutical products and reporting their movement immediately through the approved electronic tracking system “Rasad”.

These violations included facilities failing to report anticipated shortages or disruptions in drug supplies well in advance, thus preventing the implementation of necessary measures.
